RESOLUTION NO. 87-105
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
OOSTA MESA, CALIFORNIA, ADOPTllM GENERAL PLAN
AMENDMENT GP -87-5A, AMENDING THE GENERAL PLAN OF
THE CITY OF ODSTA MESA.
WHEREAS, the General Plan was adopted by the City Council of the City
of Costa Mesa by Resolution No. 81-67 on July 20, 1981; and
WHEREAS, the General Plan is a long-range, comprehensive document
which serves as a guide for the orderly development of Costa Mesa; and
WHEREAS, by its very nature, the General Plan needs to be updated and
refined to account for current and future community needs; arra
WHEREAS, General Plan Amendment GP -87-5A, an application to change the
land use designation of the property located at 1850 Whittier Avenue from
Light Industry to High Density Residential has been accepted for processing
in compliance with California Government Code Section 65358(c); and
WHEREAS, public hearings were duly held by the Planning Commission on
October 12, 1987, and by the City Council on November 2, 1987, in accord-
ance with Section 65355 of the Government Code of the State of California,
all persons having been given the opportunity to be heard both for and
against said Amendment GP -87-5A to the General Plan; and
WHEREAS, this Council deems it to be in the best interest of the City
that said Amendment to the General Plan be adopted;
NOW, THEREFORE, HE IT RESOLVED by the City Council of the City of
Costa Mesa, that the General Plan is hereby amended by the adoption of
General Plan Amendment GP -87-5A, Option III, changing the land use designa-
tion of the property located at 1850 Whittier Avenue from Light Industry
to High Density Residential subject to the following implementation guide-
line:
General Plan Implementation Guideline/GP-87-5A
Approval of General Plan Amendment GP -87-5A to High Density Residen-
tial shall not became effective until a Land Use Restriction is recorded
advising future owners or developers of the requirement to develop the
property in compliance with Section 65358(c) of the Government Code which
stipulates that at least 25% of the units will be occupied by or available
to persons and families of low or moderate income. If the Land Use Restric-
tion is not recorded within 90 days of City Council action on GP -87-5A, the
property shall revert to the previous Light Industry General Plan designa-
tion.
NOW, THEREFORE, EE IT FURTHER RESOLVED that based upon the findings of
the Initial Study prepared in compliance with the California Environmental
Quality Act, a Negative Declaration of Environmental Impacts has been
prepared for said Amendment and is hereby adopted.
