RESOLUTION NO. 88-33
A RESOLUTION CF THE CITY ODUNCLL CF THE CITY OF
COSTA MESA, CALIFORNIA, DECLARING ITS INTENTION
TO LEVY AND (DLLECT ASSESSMENTS DURING FISCAL
YEAR 1988-1989 WITHIN CITY CF CDSTA MESA LAND-
SCAPING ASSESSMENT DISTRICT NUMBER 2.
THE QTY COUNCIL CF THE QTY CF (DSTA MESA DOES HERESY RESOLVE AS
FOLLOVE :
WHEREAS, on April 4, 1988, this Council adopted Resolution No. 88-21,
initiating proceedings fDr renewal of City of Costa Mesa Landscaping
Assessment District Number 2 and ordering the Project Manager to prepare a
report with respect to said district pursuant to Section 22565 through and
including Section 22574 of the California Streets and Highways Code; and
WiEREAS, said report has been prepared and filed with the City
Council; and
WHEREAS, the City Council has approved said report as filed;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OJUNCIL CF THE CITY OF
COSTA MESA DOES HEREBY FIND, DETEEvIINE, AND RESOLVE AS FOLLEWS:
1. The City Council hereby declares its intention to levy and collect
assessments pursuant to Part 2, Division 15 of the Streets arra Highways
Code of the State of CalifDrnia during fiscal year 1988-1989 within City
of Costa Mesa Landscaping Assessment District Number 2, located generally
west of Bear Street and north of Route 73 and more particularly described
in the report labeled Exhibit "A", attached hereto and incorporated herein
by reference.
2. A general description of the improvements relevant to said
district is as fDllows: The maintenance and possible future replacement of
landscaping and any facilities which are appurtenant thereto, or which are
necessary or convenient fDr the maintenance or possible future replacement
therecf, including removal of debris, and maintenance and repair of water
irrigation or drainage facilities on lettered Lots A, B, C, and D of Tract
10513. No substantial charges are proposed to be made in existing improve-
ments.
3. Reference is hereby made to the report of the Project Manager
relating to the said district. Said report is on file with the City Clerk
of the City of Costa Mesa and contains a full, detailed description of the
improvements, the boundaries of the proposed assessment district, and the
proposed assessments upon assessable lots and parcels of land within City
of Costa Mesa Landscaping Assessment District Number 2. Said report is
attached hereto as Exhibit "B" and incorporated herein by reference.
4. The City Council hereby fixes 6:30 p.m., or as soon as possible
thereafter, on June 6, 1988, in the Costa Mesa City Council Chambers, 77
Fair Drive, Costa Mesa, CalifDrnia, as the titre and place for a hearing
before this Council on the levy and collection of the proposed assessments
within City of Costa Mesa Landscaping Assessment District Number 2, and
hereby gives notice of said hearing.
5. The City Clerk shall certify to the adoption of this Resolution
and shall cause a true and correct copy cf this Resolution to be published
at least 10 days prior to said hearing in the manner required by Section
6061 cE the Government Code, and bD be pasted on the bulletin board in
the lobby of the Costa Mesa City Hall.

SECTION I
INTRODUCTION
This report has been prepared arra is submitted for renewal to the City
Council of the City of Costa Mesa under autlority of the Landscape and
Lighting Act of 1972 of the Streets and Highways Code of the State of
Califbrnia.

This Landscaping Assessment District has been fDnmed to provide ipr
the continued maintenance of landscaping on Lots A, B, C, and D as a City
condition of development fDr Tract 10513.

TF'RC'RT PTION
A. General
A diagran of the City of Costa Mesa Landscaping Assessment District
No. 2 is included herein. The District is located on the northwest corner
of Bear Street and the Corona del Mar Freeway. The lands within the Dis-
trict are designated as Tract 10513, which has received approval of the
Planning Canmission arra the City Council of the City of Costa Mesa.
B. Plans and Specifications
Plans and specifications fDr the improvement of this project are on
file in the office of the Leisure Services Department. These plans include
the installation of landscaping arra an irrigation systen as required by the
City's conditions fDr development. The plans and specifications are hereby
incomeorated into this report by reference.
C. Estimate of the Costs of the Improvements
No improvement costs will be assessed against the lands within the
District. All such improvements were contributed to the District as a
condition of development for Tract 10513. Maintenance costs are discussed
in Section IV of this report.
D. Assessment Diagram
A diagram of the Assessment District entitled "City of Costa Mesa
Landscaping Assessment District No. 2" in the City of Costa Mesa, County
of Orange, State of Calili)rnia, is included herein.
E. Lines and Dimensions
The boundaries of the District are described as being all of Tract
10513, City of Costa Mesa, County of Orange, as per map recorded in Book
448, page 45 of Miscellaneous Maps in the office of the County Recorder of
Grange County, State of California.

A. General
The assessment costs contained herein are for maintenance only. The
costs of improvements, as previously stated, have been contributed by the
develcper of Tract 10513 with no costs of such improvements assessed
against the lands.
B. Basis for Cost Data
Maintenance cost estimates are based on previous dears' experience,
with adjustments to anticipate future conditions. Maintenance costs for
Fiscal Year 1987-88 are based on actual casts from July 1, 1987, through
March 31, 1988, arra estimated costs frau April 1, 1988, through June 30,
1988. Adjustments fDr actual fourth quarter costs will be included in the
1988-89 report.

The estimated cast of maintenance arra administration for the Fiscal
Year July 1, 1988 to June 30, 1989, is $4,277.94 as shown in the estimate
of casts and assessments attached hereto.
SECTION V
ZCNES OF BENEFIT
All of the parcels in Tract 10513 will benefit equally from the
maintenance of the landscaped areas designated as Lots A, B, C, and D on
Appendix B. TherefDre, no zones of benefit have been established, and all
parcels will share equally in the assessment for maintenance.
