A RESOLUTION CF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ESTABLISHING A POLICY
FGR TRAFFIC IMPACT FEES AND FUNDING MECHANISMS.
WiEREAS, recent studies of the necessary traffic system improvements
needed in North Costa Mesa show that the present traffic impact fee of
$95.00 per trip end assessed against major cbvelcpments will no longer be
adequate by itself to pay for the needed improvements; and
WHEREAS, based upon these studies, the City Council desires to
increase the traffic impact fee immediately and to direct that specific
steps be taken towards implementing certain traffic improvement funding
treasures;
NCW, THEREFORE, be it hereby resolved by the City Council cf the City
of Costa Mesa as follows;
1. The Council hereby establishes a maximum trip end fee cf not to
exceed $668.00. This policy shall be implenented along with the following
canprehens ive studies to be canpleted by the staff:
A. The staff shall determine all proposed improvements or per-
centages thereof that are regional in scope, particularly with respect
to I-405 and Route 73.
B. The staff shall determine all improvements or percentages
thereof which are local in scope.
C. The staff shall then determine what improvements or percent-
ages thereof are made necessary because of existing development.
D. The staff shall then determine what improvements or percent-
ages thereof are made necessary by future development.
E. The staff shall then identify all available sources of fund-
ing for the needed regional and local projects, including, but not
limited to, federal funds, state funds, county funds, JPAs, City
general funds or Gann limit Ironies, assessment districts, consisting
of existing development and Mello Roos districts for proposed new
develcpnent.
F. The staff shall then match all available funding sources to
all needed projects to fairly apportion costs.
G. The staff shall then develop a conprehens ive program to
utilize all available funding sources to finance projects that have
been matched with those sources.
2. Prior to establishing the proportion of the trip end fee of
$668.00 to be paid by new development, staff shall exhaust all other avail-
able alternative sources of funding, including, but not limited to, federal
funds, state funds, county funds, JPAs, City general funds or Gann limit
Ironies, and shall prepare and present bD the City Council, assessmnt
districts for existing development and Mello Roos districts for future
development.
3. In the meantime, staff shall condition discretionary approvals of
new developtrents as follows: Developer shall pay a maximum trip generation
fee of $668.00 per trip end for all traffic improvements. This fee shall
be reduced by federal, state, county, JPAs, or City contributions in
accordance with Council's adopted policy statement. It may also be satis-
fied by the developer entering assessment or Mello Roos districts or
develcptment agreements providing for the equivalent monies.
4. This traffic impact fee shall apply to major developments in the
North Costa Mesa area, generally beim all prcperty north of an east,/west
line drawn along Baker Street from the Santa Ana River to the Route 55
Freeway subject to possible future adjustment.
