RESOLUTION NO. 88-35
A RESOLUTION CF THE CITY COUNCIL CF THE CITY OF
COSTA MESA, CALIFORNIA, ESTABLISHING THE "BLUFF
R0A1Y' TECHNICAL ADVISORY COMMITTEE AND THE
POLICY ADVISORY COMMITTEE.
WHEREAS, the City of Costa Mesa has elected to prepare an alignment
study and Environmental Impact Report for a roadway proposed to connect a
future segment of 19th Street to Victoria Street in the Talbert Regional
Park area; and
WHEREAS, this roadway has been adopted as part of the City and County
Master Plan of Arterial Highways; arra
WHEREAS, there are a variety of public and private sector interests
that must review and/or issue permits on the proposed project; and
WHEREAS, the City of Costa Mesa has determined that interagency coor-
dination and community input are vital to the selection and expeditious
processing of permits for a feasible and appropriate roadway alignment
acceptable to the involved interests;
NOW, THERffURE, PE IT RESOLVED that this City Council establishes the
"Bluff Road" Technical Advisory Committee and a separate Policy Advisory
Committee and cordially invites agencies and interests as identified by the
Council arra City staff, as well as the general public, to participate in
the meetings of the Advisory Committee; and
BE IT FURTHER RESOLVED that the Technical Advisory Committee shall
provide a forum for essential interagency coordination efforts directed
toward the implementation of a roadway program that benefits the residents
of Costa Mesa while considering other public arra private interests; arra
BE IT FINALLY RESOLVED that the Committees shall be advisory and, as
such, shall inform and make recommendations to the Traffic Commission,
the Planning Ccmmission, and the City Council regarding the roadway align-
ment, environmental concerns, and other pertinent issues.
