HomeMy WebLinkAbout88-81 - Proposed City/County Detox ProgramRESOLUTION NO. 88-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REGARDING A PROPOSED CITY/ COUNTY DETOX PROGRAM. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HERESY RESOLVE AS FOLLOWS: WHEREAS, the presence of persons under the influence of drugs or alcohol loitering in public areas constitutes a public nuisance and possi- ble danger; and WHEREAS, there is no detox center to serve such persons in Orange County; and WHEREAS, the County jail will no longer accept persons in need of detoxification due to overcrowding, and there is no Countywide jurisdiction to address the problem; NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council does recognize the problem by adopting a philosophy of equitable responsibility for detoxification services by implementing a prorata system based on popu- lation. This system shall tie funds to each city's percentage of the County population. Funds shall be administered through a joint powers authority on a contract basis to private clinics and hospitals for detox services. This matter shall be referred to the City/County Coordinating Catr ittee to formulate a system of collection and distribution of funds through the JPA. Recommendations shall be returned within 90 days. PASSED AND ADOPTED this 3rd day of October, 1988.
