HomeMy WebLinkAbout88-87 - GP-88-3A, South Coast Town CenterRESOLUTION NO. 88-87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN AMENDMENT GP -88-3A FCR THE SOUTH CCtAST PLAZA TCWN CENTER. WHEREAS, the General Plan was adopted by the City Council of the City of Costa Mesa by Resolution No. 81-67 on July 20, 1981; and WHEREAS, the General Plan is a long-range canprehensive document which serves as a guide for the orderly development of Costa Mesa; and WHEREAS, by its very nature, the General Plan needs to be updated and refined to account for current and future camnunity needs; and WHEREAS, General Plan Amendment GP -88-3A, an application to increase the building intensity standard for the South Coast Plaza Town Center to 3,208,075 square feet of mixed use office, theater, hotel, and commercial uses, has been accepted for processing in canpliance with Section 65358(c) of the Government Code of the State of California; and WHEREAS, the building intensity standard set forth herein is intended to supersede the building intensity standard for this site adopted in General Plan Amendments GP -88-1 and GP -88-1 (Revised); and WHEREAS, public hearings were duly held by the Planning CcMission on October 10, 1988, and by the City Council on October 31, 1988, in accord- ance with Section 65355 of the Government Code of the State of California, all persons having been given the opportunity to be heard both for and against said Amendment GP -88-3A to the General Plan; and WHEREAS, GP -88-3A has been satisfactorily analyzed in Environmental Impact Report No. 1041, and findings related thereto have been prepared; and WHEREAS, this City Council deems it to be in the best interest of the City that said Amendment to the General Plan be adopted; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the General Plan is hereby amended by adoption of General Plan Amendment GP -88-3A, to increase the building intensity standard for the South Coast Plaza Town Center, bordered by Bristol Street, Sunflower Avenue, Avenue of the Arts, and the San Diego Freeway, to 3,000,000 square feet of mixed use office, theater, hotel, and canmercial uses as set forth in the attached Exhibit "A". BE IT FURTHER RESOLVED that the proposed Statement of Facts and Find- ings and Statement of Overriding Considerations upon their revision and adoption, along with Staff Reports and memoranda on GP -88-3A, are desig- nated the reference data supporting this General Plan Amendment, though they are not a part of the Amendment.
