A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REGARDING CITY PARTICI-
PATION IN A METHANOL FLEET VEHICLE PROGRAM.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the South Coast Air Quality Management District has proposed
Rule No. 1601 which establishes a timetable designed to achieve phased -in
participation in a methanol fleet vehicle program by public and private
organizations; and
WHEREAS, Rule No. 1601 requires public and private vehicle fleet oper-
ators with over 15 vehicles to participate in this program by replacing or
adding vehicles in the future with vehicles which are capable of operating
on "clean fuels", such as methanol, electric power, compressed natural gas,
or others; and
WHEREAS, a limited number of methanol vehicles are available, since
research and development are still occurring, and since only two autambile
companies are currently producing a limited number of methanol vehicles;
and
WHEREAS, the most expeditious way for the City to obtain methanol
vehicles in the future is through participation in the Flexible Fuel Vehicle
Program sponsored by the California Energy Commission. Participation in
this program requires official City Council resolution, and this resolution
will provide priority acquisition for the future purchase or lease of
methanol vehicles;
NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council does
recognize its responsibility in playing an active role in improving air
quality in Southern California through participation int he Flexible Fuel
Vehicle Program as sponsored by the California Energy Commission. Partici-
pation in this program will satisfy the South Coast Air Quality Management
District's Rule No. 1601.
