A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON
NOVEMBER 8, 1988, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW.
WHEREAS, a General Municipal Election was held and conducted in the
City of Costa Mesa, California, on Tuesday, November 8, 1988, as required
by law; and
WHEREAS, pursuant to Resolution No. 88-59 adopted August 1, 1988, the
election was consolidated with the Statewide General Election and the
Registrar of Voters of the County of Orange canvassed the returns of said
election and has certified the results to this City Council, said results
are received, attached as "Exhibit A'; and
WHEREAS, notice of said election was duly and regularly given in time,
form, and manner as provided by law; and that in all respects said election
was held and conducted and the votes cast thereat, received and canvassed
and the returns made and declared in time, fom, and manner as required by
the provisions of the Elections Code of the State of California.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIF-
ORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. That there were 83 Voting Precincts plus 4 Absentee Pre-
cincts established for the purpose of holding said election consisting
of the regular election precincts in said City as established for holding
State and County elections.
SECTION 2. That the whole number of Precinct Ballots cast in the City
was 33,985; the number of Absentee Ballots cast was 2,732; and that the
number of Thtal Ballots cast was 36,717.
SECTION 3. That the names of persons voted for at the election for
Member of the City Council are as follows: DAN WORTHINGTON, SCOTT WILLIAMS,
JIM FERRYMAN, CHARLES MARKEL, JAN KAUSEN, HOWARD GENSLER, SANDRA L. (SANDY)
GENIS, ED GLASGOW, JOHN V. (JAY) HUMPHREY, and MARY HORNBUCKLE.
SECTION 4. That the measures voted upon at the election are as
follows:
INITIATIVE ORDINANCE AND AMENDMENT TO GENERAL PLAN:
GROWTH, FACILITIES AND SERVICE CONTROL. Shall the
Initiative Measure entitled: "Citizens' Sensible
Growth and Traffic Control Initiative" be adopted
which would require certain levels of road and flood
control facilities and certain levels of police,
fire, and paramedic services in order to pennit
certain types of development projects?

REFERENDUM ON SEGERSTROM HOME RANCH GENERAL PLAN
AMENDMENT NO. 1. Shall City Council Resolution
No. 88-11 be adopted which amends the City's
General Plan by (a) setting a 3.100 million square
foot maximum building density for the Segerstrom
Home Ranch property; (b) setting the maximum
building height at 11 stories for the north half of
the property; (c) setting the maximum building
heights at 5 to 20 stories for the south half of the
property; (d) requiring certain corresponding street
improvements be added to the Master Plan of Highways;
(e) establishing a funding program to pay for these
traffic improvements; and (f) making related changes
including setting building intensity maximums for
property in North Costa Mesa?
MEASURE " 11'
REFERENDUM ON SEGERSTROM HOME RANCH GENERAL PLAN
AMENDMENT NO. 2. Shall City Council Resolution
No. 88-44 be adopted which amends the City's General
Plan by (a) setting a 2.179 million square foot maxi-
mum building intensity for the Segerstrom Home Ranch
property; (b) setting the maximum building height at
4 stories for the north half of the property; (c) set-
ting the maximum building heights at 5 to 20 stories
for the south half of the property; (d) requiring
certain corresponding street improvements be added to
the Master Plan of Highways; (e) establishing a fund-
ing program to pay for these traffic improvements; and
(f) making related changes including setting building
intensity maximums for property in North Costa Mesa?
SECTION 5. That the number of ballots given at each precinct and the
number of votes given in the City to each of the persons above named for
Member of the City Council, and for and against the measures, were as
listed in Exhibit "A" attached.
SECTION 6. The City Council does declare and determine that Sandra L.
(Sandy) Genis was elected as Member of the City Council of said City for
the full terns of four years; Ed Glasgow was elected as Member of the City
Council of said City for the full term of four years; and Mary Hornbuckle
was elected as Member of the City Council of said City for the full term of
four years.
That as the result of the election, a majority of the voters voting on
Measure "G" did vote in favor of it, and that the measure was carried, and
shall be deemed adopted and ratified.
That as the result of the election, a majority of the voters voting on
Measure "H" did not vote in favor of it, and that the measure was not car-
ried, and shall not be deemed adopted and ratified.
That as the result of the election, a majority of the voters voting on
Measure "I" did not vote in favor of it, and that the measure was not car-
ried, and shall not be deemed adopted and ratified.
SECTION 7. The City Clerk shall enter on the records of the City
Council of said City, a statement attached as "Exhibit B", of the result
of said election, showing:
(1) The whole number of votes cast in the City;
(2) The names of the persons voted for;
(3) The office each person was voted for;
(4) The measures voted for;
(5) The number of votes given at each precinct to each
person and measure;
(6) The number of votes given in the City to each person
and measure.
SECTION 7. That the City Clerk shall immediately make and deliver to
each of such persons so elected a Certificate of Election signed by the
MAM
City Clerk and duly authenticated; that the City Clerk shall also adminis-
ter to each person elected, the Oath of Office prescribed in the State
Constitution of the State of California and shall have them subscribe
thereto and file the same in the office of the City Clerk. Whereupon, each
and all of said persons so elected shall be inducted into the respective
office to which they have been elected.
SECTION 8. That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of passage and adoption
thereof in the records of the proceedings of the City Council of said City,
in the minutes of the meeting at which the same is passed and adopted.
