A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, REQUESTING THE
COUNTY OF ORANGE TO INCLUDE THE IMPROVEMENT
OF SUNFLOWER AVENUE WITHIN THE 1989-90
ARTERIAL HIGHWAY FINANCING PROGRAM.
WHEREAS, the City of Costa Mesa desires to improve Sunflower Avenue
between Harbor Boulevard and Fairview Road; and
WHEREAS, Sunflower Avenue is an important artery in the County of
Orange and of general County interest; and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2, of the
Streets and Highways Code authorizes a County, if it so desires, to expend
funds apportioned to it out of the California Highway Users Tax Fund for
aid to any city in the improvement, construction, or repair of a street
within a city; and
WHEREAS, the Board of Supervisors intends to, by appropriate action,
provide in the County Road budget for the Fiscal Year 1989-90 a sum of
money for the improvement of streets within the incorporated cities of the
County in accordance with the Orange County Arterial Highway Financing
Program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa hereby requests the Board of Supervisors of the County of Orange
to allocate to said City frau County funds the amount of $250,000.00, said
amount to be matched by funds from said City, to be used to aid said City
in the improvement of Sunflower Avenue between Harbor Boulevard and Fair-
view Road; said improvements to be in accordance with the attached project
statement.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
Orange is hereby requested to find that said improvements on Sunflower Ave-
nue in the manner provided, is in the general County interest.
BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa
agrees with the basic concepts of the Arterial Highway Financing Program;
and further agrees that its share of the cost of improvements and rights-
of-way will be available for the Fiscal Year 1989-90.
PASSED AND ADOPTED this 3rd day of January, 1989.

PROJECT DESCRIPTION
SUNFLOWER AVENUE
(BETWEEN HARBOR BOULEVARD AND FAIRVIEW ROAD)
RESOLUTION NO. 89-5
The proposed work consists of widening the unimproved south half. of the
street in accordance with the Master Plan of Highways from the railroad
tracks to the flood control channel. Additionally, all failed areas
within the Costa Mesa City limits are to be reconstructed and the exist-
ing
xisting pavement overlaid with asphalt concrete.
