HomeMy WebLinkAbout89-19 - Extension of Route 55 from 19th Street to Industrial Way42 a RESOLUTION NO. 89-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REGARDING THE EXTENSION OF THE COSTA MESA FREEWAY (ROUTE 55) FROM 19TH STREET TO INDUSTRIAL WAY. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, construction will begin on Stage I of the extension of the Costa Mesa Freeway (Route 55) from the Corona del Mar Freeway to 19th Street in Costa Mesa in March, 1989; and WHEREAS, this long-awaited first stage of construction will reduce traffic congestion and accidents for a length of 2.3 miles in the City of Costa Mesa; and WHEREAS, a commitment to extend the Costa Mesa Freeway from 19th Street to Industrial Way, providing a transition to the Newport Boulevard arterial between 15th and 16th Streets, would enhance the first stage by further reducing traffic congestion and accidents along 1.4 miles; and WHEREAS, data indicates that over the 20 -year freeway design life, a total of 100 million dollars in benefits will be realized with the Stage II extension of the freeway to Industrial Way (11 million dollars in accident reduction savings, 68 million dollars in savings due to reduced travel times, and 21 million dollars in savings in vehicle running costs); and WHEREAS, these 100 million dollars in benefits to be realized by the Stage II freeway extension would greatly enhance the health and economic vitality of Costa Mesa and neighboring jurisdictions; and WHEREAS, research indicates that increasing average freeway speeds frau 30 to 55 miles per hour, which would be realized by the freeway extension, will cut produced air pollution by 40 percent; and WHEREAS, the residents of Costa Mesa, neighboring cities, and the region, could increase mobility by the construction of the Stage II freeway extension; NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council does recognize the problem posed to residents, motorists, and businesses which now occur, and will continue to occur, if the Costa Mesa Freeway is not extended from 19th Street to Industrial Way, and as a result, requests that CALTRANS, the California Transportation Commission, and the Orange County Transportation Commission, act promptly to ensure that the Costa Mesa Free- way Stage II Extension is programmed for funding and construction at the earliest possible date.
