WHEREAS, a proposal for Santa Ana Avenue No. 2 Annexation to the City of Costa Mesa was approved on January 4, 1989, by the Local Agency Forma- tion Commission by Resolution No. 89-2, a copy of which is attached and made a part hereof; and WHEREAS, the City of Costa Mesa has been designated as the conducting authority and has been authorized to initiate annexation proceedings with- out notice and hearing, or election, or both, in accordance with Section 35221 of the Government Code of the State of California; NOW, THEREFORE, BE IT RESOLVED that this City Council hereby approves Santa Ana Avenue No. 2 Annexation to the City of Costa Mesa. This Commission so certifies it has considered the Negative Declaration prepared by LAFCO staff. Section 4. The City of Costa Mesa is designated as the conducting authority and the legislative body thereof is hereby directed to initiate annexation proceedings in compliance with this resolution. Section 5. The City of Costa Mesa is authorized to annex said territory without notice and hearing and without an election, pursuant to Section 56837 of the Government Code. Section 6. Cam Munson, as applicant, shall be liable for and pay all proper expenses incurred in conducting proceedings in compliance with this resolution. 12,1 Section 7.
