HomeMy WebLinkAbout89-23 - Requesting Victoria Street be included in 1989-90 AHFPRESOLUTION NO. 89-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE 1989-90 ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF VICTORIA STREET. WHEREAS, the City of Costa Mesa desires to improve Victoria Street between Harbor Boulevard and Canyon Drive; and WHEREAS, Victoria Street is an important artery in the County of Orange and of general County interest; and WHEREAS, the City Council wishes to revise Resolution No. 88-100 con- cerning a request to the County of Orange to include within the 1989-90 Arterial Highway Financing Program the improvement of Victoria Street; and WHEREAS, Articles 2 and 3, Chapter 9, Division 2, of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, construction, or repair of a street within a city; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1989-90 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $1,000,000.00, said amount to be matched by funds from said City, to be used to aid said City in the improvement of Victoria Street between Harbor Boulevard and Canyon Drive; said improvements to be in accordance with the attached project statement. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on Victoria Street in the manner provided, is in the general County interest. BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1989-90. City Clerk and ex -officio Clerk ofi7the City Council of the City of Cos sa d�"; PRQJECr DESCRIPTION VICTORIA STREET (BETWEEN HARBOR BOULEVARD AND CANYON DRIVE) RESOLUTION NO. 89-23 In general, the project includes street realignment and widening to accom- modate four travel lanes with a frontage road. The project also includes completion of curbs and gutters in some areas and relocation of thein in other areas. Seven -foot wide sidewalks, landscaping areas, relocation of storm drain connectors and catch basins, roadway construction and recon- struction, installation of sound barrier wall, cul-de-sacs, overlay, traffic control, and all other work as required.
