HomeMy WebLinkAbout31 - Building, Plumbing, and Electrical CodesORDINANCE NO. 31 AN ORDINANCE OF THI CITY OF COSTA MESA REGULATING THE ARECTION, CONSTRUCTION, REPAIR, ENLARGAMNNT, ALTEBATION, REMOVAL, DEMOLITION, SANITATION AND OCCUPANCY OF ALL BUILDINGS AND STRUCTURES; ADOPTING PLUMBING AND Z=TRICAL CODES: PROVIDING FOR PERMITS AND PNNALTIES THMIMTDER AND REPFALIXG ORDINANCES NO. 10, 11, and 12, The City Council of the City of Costa Mesa does ordain as follows: Section 1.. That those certain printed documents, three copies of which are on file for the use and examination of the public in the Office of the City Clerk of the City of Costa Mesa, being marked and designated as "Uniform Building Code, 1952 Edition, Volume Ier, including the Appendix thereof, and "Uniform Building Code, Volume II, Uniform Building Code Standards, 1952 Edition", which were published by the Pacific Coast Building Officials Conference, be, and the same are hereby, adopted as the"Building Code" of the City of Costa Mesa. Section 2. That a certain printed document, three copies of which are on file in the Office of the City Clerk of the City of Costa Mesa, being marked and designated as Mumbing Ordinance of Newport Beach - Ordinance No, 379 and Amendment thereof - Newport Beach, California",is hereby adopted as the "Plumbing Code" of the City of Costa Mesa, and the same is hereby referred to, adopted and made a part thereof to the same effect as if fully set forth in this ordi nance, Section 3. That a certain printed document, three copies of which are on file in the Office of the City Clerk of the City of Costa Mesa, being marked and designated as "Orange County Administrative Electrical Code" which was pub- lished in 1953, establishing rules and regulations for the installation and operation of electrical wiring, electrical fixtures and other electrical equipment and appliances; and that certain printed document, three copies of which are on file in the Office of the City Clerk of the City of Costa Mesa, -1- entitled "Electrical Safety Orders", issued by the State of California Depart- ment of Industrial Relations, Division of Industrial Safety, be, and the same are hereby, adopted as the "Costa Mesa Administrative Electrical Code", and are hereby referred to, adopted and made a part hereof to the same effect as though fully set forth in this ordinance; provided, hcw ever, that Subsection G of Section 16 of said Administrative Electrical Code is hereby delated; and provided further that Subsection H of Section 25 thereof is amended to read as follows: H. All appliancE . circuit outlets shall have provided and installed, receptacles rated not less than fifteen amperes (15 amp.). Section 4. The Building Inspector is hereby vested with the authority to enforce all of the provisions of the Codes dealing with regulating and installation of plumbing and electrical wiring ani which are herein and hereby adopted„ and said Building Inspector shall enforce the provisions of said Codes to the same extent and with the same effect as he shall enforce the provisions regulating the erection, construction, alteration, repair, removal, demolition, conversion and maintenance of buildings as provided in this ordinance. Section 5, The full value of any building, structure or alteration shall be given when making application for a permit. The fact that the owner expects to do the labor himself and to use materials which he already has on the premises shall not detract from the value of the materials or labor. The value of materials and labor is deemed to be definite and ascertainable regardless of by whom furnished, and such value shall be included in the estimated cost when applying for a permit, Section 6. It shall be tae duty of the Building Inspector to issue permits for buildings or structures under the provisions of this ordinance whenever the applicant for such permit shall have complied with all the requirements hereof; provided, however, that in any case where, in the opinion of the Building Inspector, the character of the building or structure to be erected is questionable, said Building Inspector may, before issuing such permit, refer the same to the City Council of the City of Costa Mesa, which Council may review the pa.oesedings of the tmilding Inspector and shall act upon such application for '�j«rm.i v at the next . cgaslar meeting; of said. Section F. Penalties for Violation. Section 10. Saving Clause. if aW section., sur -section, sentence, clause, or phrase of this ordinance is, for any reason, held to be unconstitutional, such decisioa shall ,zot effect the validity of the remaining portions of this ordinance.
