A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, APPROVING AN AMENDMENT TO THE DESIGN GUIDELINES FOR
SMALL CELL TELECOMMUNICATIONS FACILITIES
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, it is in the public interest for the City Council to establish reasonable
and objective design guidelines for the development of wireless facilities that are
compliant with federal and state law; and
WHEREAS, design guidelines would implement General Plan Objective CD -1A,
which states, "Contribute to City beautification by enhancing the visual environment of
Costa Mesa's vehicular and pedestrian paths and corridors"; and
WHEREAS, design guidelines provide greater direction and assure a degree of
consistency in the wireless telecommunication facility design and configuration; and
WHEREAS, City Council approved the Design Guidelines by Resolution on
October 2, 2018; and,
WHEREAS, the adopted Design Guidelines would not increase impediments to the
installation of wireless communication facilities under Federal Telecommunications Act of
1996 but illustrates the desired level of design quality and configuration of any proposed
wireless telecommunication facility; and
WHEREAS, the FCC Small Cell Regulatory Order 18-133 became effective on
January 14, 2019 which gave cities until April 14, 2019 to establish objective standards
for the approval of small wireless facilities; and
WHEREAS, the City desires to make minor amendments to the adopted Design
Guidelines to ensure compliance with FCC Small Cell Regulatory Order 18-133;
WHEREAS, the City Council held a public meeting on April 2, 2019 with all persons
having the opportunity to speak for and against the amendment of the Design Guidelines;
NOW THEREFORE, THE COSTA MESA CITY COUNCIL RESOLVES AS
FOLLOWS:

1. The project is found to be exempt from the provisions of the California
Environmental Quality Act (CEQA) under Section 15061(b)(3) for General Rule, as
this action will not have any significant effect on the environment.
2. The City Council adopts and approves the amendment to the Design Guidelines
attached hereto as Exhibit A.
BE IT FURTHER RESOLVED that the CEQA determination for this project reflects
the independent judgment of the City Council of the City of Costa Mesa.
BE IT FURTHER RESOLVED that if any section, division, sentence, clause,
phrase or portion of this resolution, or the documents in the record in support of this
resolution, are for any reason held to be invalid or unconstitutional by a decision of any
court of competent jurisdiction, such decision shall not affect the validity of the remaining
provisions.

Location
1. Siting: Proposed facilities should: 1) locate 500 feet away from residential zone(s) when feasible; and 2) locate on an
existing aggregate light pole or provide a replacement light pole no more than 3 feet from the existing pole location. A
facility located within 75 feet of a residence in a residential zone (when located on a local street) or 50 feet of a residence
in a residential zone (when located on an arterial street) is reviewed by the Planning Commission.
Material & Color
2. Facility & Support Equipment: Designed, textured, and colored to match existing light pole for aesthetic consistency.
Form & Placement
3. Narrow Vertical Alignment: Consider the use of shrouds and equipment enclosures that are nearly the same diameter
as the pole at a ratio of approximately 1:1 for a more visually streamlined form from the street level. Avoid any tilted
arrangement.
4. Antenna & RRU: Place antenna and RRUs within a shroud above the light pole. RRUs attached to the side of the pole
are discouraged; but if required and with discretionary approval, it should use the smallest RRU volume possible and be
placed close together with minimal distance from the pole.
5. Wires and Cables: To be contained within the shroud and run inside the pole for an orderly appearance.
6. Signage: Use the smallest and lowest visible signs required by government or electrical utility regulations, including the
radio-frequency (RF) warning sticker, and placed as close to the antenna as possible.
7. Utility Box: Applicant to utilize wireless tariff option available through Southern California Edison rather than proposing
above ground electrical meters.
8. Height: Overall height of the streetlight pole, including the mounted equipment, shall be similar to the surrounding poles
and not exceed 35 feet in height.
Note: Approval of deviations from the Design Guidelines shall require an applicant to demonstrate that application of the
Design Guidelines materially limits or inhibits the ability of the applicant to compete in a fair and balanced legal and regulatory
environment.
