BACKGROUND The County of Orange (County) is considering modernizing the general aviation (GA) facilities at John Wayne Airport (JWA) through a proposed General Aviation Improvement Plan (GAIP). Although the Airport encompasses approximately 504 acres, the aviation activities at JWA are located on approximately 400 acres. General aviation aircraft includes private planes, corporate jets and helicopters. General Aviation is subject to a noise-based curfew and must comply with the maximum allowable noise levels at noise monitoring stations. The full Draft Environmental Impact Report (DEIR) prepared for the project, including three alternatives, is available at the following link: https://www.ocair.com/deir627 At its meeting of April 2, 2019, the City Council considered the proposed GAIP and determined that Alternative 3 was the least impactful to Costa Mesa neighborhoods and authorized the Mayor to send a letter to the Orange County Board of Supervisors requesting its support of Alternative 3. The DEIR comment letters submitted on November 14, 2018 and April 17, 2019 and the letter from the Mayor to the Board of Supervisors dated April 3, 2019 are available at these links: https://www.ocair.com/generalaviation/docs/deir627/response-to-comments/RTC- Volume-2A-041519.pdf https://www.costamesaca.gov/residents/airport-noise-concerns/general-aviation- improvement ANALYSIS: Since submittal of the City’s letter the following has occurred: • The Airport Land Use Commission (ALUC) has held two public hearings and taken public testimony on the proposed GAIP but failed to recommend an alternative to the Board of Supervisors. • On May 7, after taking public comments and deliberating and twice voting, once for Alternative 3 and once for Alternative 1 (each failing by a vote of 2 to 2), the Board of Supervisors continued the General Aviation Improvement Program item to its May 21 meeting. City Council representatives from Costa Mesa and Newport Beach spoke in favor of Alternative 3. In addition, the cities of Laguna Beach and Tustin sent letters in support of Alternative 3 and on May 6, 2019 the Huntington Beach City Council voted to support Alternative 3. There was a strong showing of community members, but there was no clear consensus behind one alternative or concept. Some supported the So Cal Pilot’s proposal (calls for 3 FBOs and more space for light GA), others sought to delay the Board's vote, and some supported Alternative 3. No one spoke in favor of Alternative 1. It appeared that the Board was moving toward approving Alternative 1 when Supervisor Andrew Do proposed a compromise referred to as a modified Alternative 1 in an effort to address some of the concerns raised. After further discussion, the Board decided to continue the item to give airport staff time to analyze the proposal and determine if it is in alignment with the environmental document. The item will be rescheduled for the May 21, 2019 meeting of the County Board of Supervisors. County leaders are considering the new proposed compromise, which combines elements of Alternative 1 with elements of Alternative 3. The table below (using the EIR’s 2026 forecasts for the alternatives) compares Alternative 1, Alternative 3 and the Proposal presented at the May 7 Board Meeting. As indicated above, the improvements included in the proposed compromise generally fall between those proposed through Alternatives 1 and 3. From a facilities perspective, the proposed compromise would result in two full service fixed-base operators and two limited-service fixed base operators, compared to three full- service and two limited service FBOs in Alternative 1 and two of each in Alternative 3. Similar to Alternative 3, the proposed compromise would not include a general aviation terminal, in contrast to Alternative 1 which includes one. From an aircraft count perspective, the proposed compromise would result in 11 fewer turbo jet craft than in Alternative 1, but seven more of such aircraft than in Alternative 3. Turboprop aircraft would remain the same as in Alternative 1 (26 aircraft); seven more than in Alternative 3. Single engine aircraft would be roughly the same as in Alternative 3 (339 vs. 360 aircraft), far more than the 200 craft proposed in Alternative 1. Finally, the proposed compromise would result in two fewer multi-engine aircraft than in either alternative (35 vs. 37 aircraft). Please note that the proposed compromise is being negotiated and evaluated and may be modified before the final report to the Board of Supervisors. Because this item recently developed and is still under review, staff will continue its review of the proposed compromise and verbally update the City Council on any new material in its presentation on May 14, 2019. PETITION A joint petition by the cities of Costa Mesa and Newport Beach has been circulating with over 2,000 signatures to date. The petition allows impacted residents to express opposition to expansion of the GA operations. The final petition will be submitted to the County Board of Supervisors before its May 21 meeting. FISCAL REVIEW Preparation of letters, review of new documents, and attendance at meetings related to the GAIP are all covered within the City’s adopted departmental budgets. PUBLIC NOTICE The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). CONCLUSION City staff recommends the City Council authorize the Mayor to present City Council’s position to the Board of Supervisors on the proposed General Aviation Improvement Plan.
