Dear Mr. Heltzer:
. We had our walk-thru on September 6; it is now November 6.
We were harassed by your letters and your sales people into closing
escrow before the major items on the l�ist were correcced. We have not moved
ip yet in order to allow your workmen [ree.acces; afcer promises by everyUody
tllat the remaining items would be Caken•care oE Guicl:lq.
Among the major problems remaini.ng:
1) The floor in the master bedroom sti11 sqeaks; the aup't said he may have
totear up the floor to fix it.
2) I'loor is 1'," high i.n one corner of tl�e bu:ilding, making the wardrobe doors
out of level and the ceiling sagging :in the mi.ddlc; some atCempts have been
made to correct the floQr, noth.i.ng for the ceiling.
3) Daring walk-thru we were assured exterior drainage would be corrected. Now,
2 months later, the grass is up, shrubs pl.anted, patio 1%i" lower than sur-
rounding landscaped areas, obvi.ously violating cicy drainage rules; nothing
has been done.
4) Kitchen r•.^ain,' unusable becacsc of sharp cut edges ^•. tile, sharp metal
edge on tile support, pour grout job, uneven paint in cabinets, chipped shelf
edges, sagging shelves, base cabinet out of square so t:ile not parallel with
cabinet, pulls not plumb.
5) Most doors and window frames have paint and/or plaster and many scratches;
sup't promised to clean off and paint out scratches. This delay is holding
up drapery and-shutter installations.
6) Carpet installed by mistake still not removed; construction and sales office
both had been notified not to install, that I had contracted to have my own
carpet installed when the house was ready -- and it still is not!

It is costing me $21.30 per day for an unlivable house; who do I send

I talked with you on September 16 and September 19 about our
concerns witit the construction of the above unit. You were kind
enough to arzange for an additional inspection by Mac, of your
department.
On September 20 I met with Mac and representatives of the
builder, Heltzer Enterprises, at the unit. Many promises were made
by the Heltzer employees of things that would be done expeditiously
to correct at least the appearance of the defects, if not the
existence of the defects themselves.
In case you have any interest in the builder's lack of
responsible action on promises made, I enclose the most recent of
our letters to him. Surely the city has some standards that builders
must meet.
Pleas@ let me have some response from you by mail or by
phone: 846-5107. I hope you can offer some assistance.

In a telephone conversation with you on Octo er , I told
you of my worries about the property above not being properly
graded so that landscape watering and rain water would drain away
from our patio area and house front.
You said you would be interested in having a copy of any
written complaint about this probem made to the builder. I enclose
a copy of the walk-thru list made on September 6 with the builder's
representative, Dave, where the drainage problem is listed on page 3.
It was specifically discussed with Dave at that time and he agreed
that it would have to be corrected. The list was mailed with a letter
on September 6 to the builder, George J. Heltzer, Heltzer Enterprises-
Brookview, 740 N. La Brea, Los Angeles, Ca 90038.
I also include only the most recent of many additional letters
to the builder pointing out this problem among many still wait3ng to
be fixed. I have marked the appropriate parts for your convenience.
You also mentioned on October 19 that you believed that some
money was being withheld from the builder by the VA until all owners
are satisfied. Obviously, we are not.
Is there anything yourdepartment can do to help remedy this
situation? I would appreciate hearing from you by letter or by
phone: 846-5107.

'Water was still standing in my patio dnring the recent
rains. Some attempt was made by your forces to correct it.
Howeyer, this cannot be corrected until [he sidewalk is lowered
because the sidewalk is higher than the planting area inside the
patio.
Please remedy this situation as soon as possible so my
patio area can be planted.
