HomeMy WebLinkAbout00-02 - Supporting Groundwater Replenishment SystemRESOLUTION NO. 00 - Z A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING THE GROUNDWATER REPLENISHMENT SYSTEM FOR THE COUNTY.OF ORANGE.. WHEREAS, Southern California is dependent upon water sources from other areas of the state, and these sources cannot be solely counted on to provide water needs in the future; and WHEREAS, the northern portion of Orange County currently' obtains 75 percent of its drinking water from the County's groundwater basin, and 25 percent from imported sources, such as the Colorado River and Northern California; and WHEREAS, the Orange County Water District and the Orange County Sanitation District have found a cost-effective, environmentally. friendly solution to predicted future water shortages, and are sponsoring a proposed supplemental water purification project known as the Groundwater Replenishment System; and WHEREAS, the Groundwater Replenishment System will address future water needs in Orange County by providing up to 200,000 north -central Orange County families with a new source of safe, reliable, high-quality water each year; and WHEREAS, the Groundwater Replenishment System would take highly treated wastewater from the Orange County Sanitation District that is currently pumped to the ocean, purify it to a level higher than bottled water through reverse osmosis, microfiltration, and ultraviolet disinfection technologies, and then percolate it through the ground into the Orange County groundwater basin; and WHEREAS, Groundwater Replenishment System water can be used for multiple purposes, including household uses, landscaping, industrial needs, and prevention of sea water intrusion, and will be available regardless of rainfall levels or drought conditions; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa supports the groundwater Replenishment System and the efforts of the Orange County Water District and the Orange County Sanitation District to identify and develop alternative sources for safe, reliable water supplies for Orange County.
