A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING THE
SUBMITTAL OF ELEVEN IMPROVEMENT PROJECT(S) TO
THE ORANGE COUNTY TRANSPORTATION AUTHORITY
FOR FUNDING UNDER THE COMBINED TRANSPORTA-
TION FUNDING PROGRAM.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE,
DETERMINE, AND ORDER AS FOLLOWS:
WHEREAS, the City of Costa Mesa desires to implement the transportation
improvements listed below; and
WHEREAS, the City of Costa Mesa has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
"turnback" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of
Orange Master Plan of Arterial Highways; and
WHEREAS, the City of Costa Mesa will provide matching funds for each project
as required by the Orange County Combined Transportation Funding Program
Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate
funds for transportation improvement projects within the incorporated cities and the
County; and
WHEREAS, the City of Costa Mesa will not use Measure M funds to supplant
developer fees or other commitments; and
WHEREAS, the City of Costa Mesa will use Arterial Highway Rehabilitation
Funding as a supplement to their existing pavement management program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa hereby requests the Orange County Transportation Authority to allocate funds in
the amounts specified in the City's application to said City from the Combined
Transportation Funding Programs. Said funds shall be matched by funds from said
City as required and shall be used as supplemental funding to aid the City in the
implementation of the following improvements:
1. Fairview Road/Adams Avenue;
2. Harbor Boulevard/Victoria Street;
3. Bristol Street/Newport Boulevard Signal Upgrades;
4. Closed Circuit Television and Fiber Cable Expansion (Fair Drive, Harbor
Boulevard, and Newport Boulevard);
5. Newport Boulevard ā 17th Street to 19th Street;
6. East 17th Street ā Orange Avenue to Irvine Avenue;
7. Kiosk Expansion;
8. Electric Vehicle and Charging Station;
9. Newport Boulevard Bike Trail;
10. Fairview Regional Park Trail Extension; and
11. Canary Drive Bike Trail.
PASSED AND ADOPTED this 51h day of June, 2000.
