QC -- 171 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING PLANNING APPLICATION PA -00-24(B) AS AMENDED. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, an application was filed by Harbor Soaring Society with respect to real property located at 2501 Placentia Avenue, more commonly known as Fairview Park, requesting a change in the glider take -off and landing areas in the Fairview Park Master Plan; and WHEREAS, the Fairview Park Citizen's Advisory Committee and the Parks, Recreation Facilities and Parkways Commission recommended approval of the proposed Master Plan Amendment; and WHEREAS, a duly noticed public hearing for the proposed amendment to the Fairview Park Master Plan was held by the Planning Commission on August 28, 2000, with the Planning Commission recommending approval of PA -00-24(B) as amended; and WHEREAS, a duly noticed public hearing for the proposed amendment to the Fairview Park Master Plan was held by the City Council on September 18, 2000; NOW, THEREFORE, BE IT RESOLVED that based on the evidence in the record and the findings attached hereto as Exhibit "A", incorporated herein by reference, the City Council. hereby approves Planning Application PA -00-24(B) with respect to the property described above. The master plan amendment, as revised, meets the broader goals of the General Plan and the Zoning Code by exhibiting excellence in design, site planning, integration of uses and structures and protection of the integrity of neighboring development. Specifically, a revised location north of the multi- purpose trail has been selected which allows the Harbor Soaring Society to combine the take -off and landing areas into one large area rather than having them separated by the multi-purpose trail. The new location also allows model aircraft to land without having to fly over heavily used areas including the picnic pavilion and restroom area. It will also prevent damage to the proposed California Native Grasslands habitat by providing a mowed turf area outside of the habitat restoration area, and it will eliminate the need to place the aircraft launch line across any of the proposed pedestrian trails, thus eliminating a potentially hazardous condition for walkers and bicyclists. B. The proposed project complies with Costa Mesa Municipal Code Section 13- 29(e) because: • The use, at the revised location, is compatible and harmonious with uses on surrounding portions of the park. • Safety and compatibility of the design of the parking areas, landscaping, and other site features including functional aspects of the site development such as automobile and pedestrian circulation have been considered. • The cumulative effects of all past and present planning applications have been considered for both the subject property and surrounding properties. C. An initial study was prepared, pursuant to the California Environmental Quality Act. According to the initial study and negative declaration, which reflect the independent judgment of the City of Costa Mesa, the proposed project could not have a significant effect on the environment. D. The project is exempt from Chapter IX, Article 11, Transportation System Management, of Title 13 of the Costa Mesa Municipal Code.
