The Development Review for the above-referenced project has been completed.
The various City departments have recommended approval of the proposed
construction based on the following description and findings, and subject to the
following conditions:
DESCRIPTION
A development review request to install a 2,268 square foot, prefabricated
residential unit on a 10,814 square foot property located between Santa Ana
Avenue and Tustin Avenue on East 16`h Place, in the R2-MD zoning district. The
existing development consists of a single family dwelling unit and a detached
garage at the rear of the property. The second unit is proposed along the left side •
of the property. Four open parking spaces will be provided behind the existing
residence and a new two-car garage is to replace the existing garage. A minor
modification (MM-00-42) is approved to allow a decrease in the minimum driveway
width to 10.5 feet (16 feet required) for two dwelling units.
FINDINGS
•
A. The proposed project complies with Costa Mesa Municipal Code Section 1 3-29
(e) because:
a. The proposed development and use is compatible and harmonious with
uses both on-site as well as those on surrounding properties.
b. Safety and compatibility of the design of the buildings, parking areas,
landscaping, luminaries, and other site features including functional
aspects of the site development such as automobile and pedestrian
circulation have been considered.

c. The proposed project complies with applicable performance standards
prescribed in the Zoning Code.
d. The project is consistent with the General Plan.
e. The planning application is for a project-specific case and does not
establish a precedent for future development.
f. The cumulative effects of all past and present planning applications have
been considered for both the subject property and surrounding
properties.
B. The project has been reviewed for compliance with the California Environmental
Quality Act (CEQA), the CEQA Guidelines, and the City environmental
procedures, and has been found to be exempt from CEQA.
C. The project is exempt from Chapter XII, Article 3, Transportation System
Management, of Title 13 of the Costa Mesa Municipal Code.
CONDITIONS OF APPROVAL
Ping. 1 . Address assignment shall be requested from the Planning Division prior
to submittal of working drawings for plan check. The approved
address of individual units, suites, buildings, etc., shall be blueprinted
on the site plan and on all floor plans in the working drawings.
2. Prior to issuance of building permits, applicant shall contact the US
Postal Service with regard to location and design of mail delivery
facilities. Such facilities shall be shown on the site plan, landscape
plan, and/or floor plan.
3. Street addresses shall be displayed on the complex identification sign
or, if there is no complex identification sign, on the building fascia
adjacent to the main entrance or front door in a manner visible to the
public street and on the building face/wall/fence visible to the public
alley, if applicable. Street address numerals shall be a minimum 6" in
height with not less than '/z" stroke and shall contrast sharply with
the background. Identification of individual units shall be provided
adjacent to the unit entrances. Letters or numerals shall be 4" in
height with not less than 3/4 " stroke and shall contrast sharply with
the background.
4. Concrete wheel stops shall be installed 2' from the front edge of open
parking spaces.
5. Demolition permits for the existing structure shall be obtained and all
work and inspections completed prior to final building inspections.
Applicant is notified that written notice to the Air Quality Management
District may be required ten (10) days prior to demolition.
6. All new construction shall be architecturally compatible with regard to
building materials, style, colors, etc. with the existing structure. The
new garage shall imitate the existing one; no flat roofs shall be
permitted. All elevations of the prefabricated unit shall be consistent
with the existing structure and compatible with the surrounding

properties. Elevations shall have horizontal patterns to match the
existing unit as well as structures on surrounding properties. The
window area and column height on both sides of the front door shall
be scaled down for architectural consistency. Plans submitted for plan
check shall reflect all above-mentioned revisions and indicate how
architectural compatibility will be accomplished.
7. No trees shall be destroyed or removed without prior City approval.
Site plans shall identify all existing and new trees.
8. The applicant shall contact AT&T/Broadband Cable Television of Costa
Mesa at 200 Paularino, Costa Mesa, (888.255.5789) prior to issuance
of building permits to arrange for pre-wiring for future cable
communication service.
9. The subject property's ultimate finished grade level may not be
filled/raised in excess of 30" above the finished grade of any abutting
property. If additional fill dirt is needed to provide acceptable onsite
stormwater flow to a public street, an alternative means of
accommodating that drainage shall be approved by the City's Building
Official prior to issuance of any grading or building permits. Such
alternatives may include subsurface tie-in to public stormwater
facilities, subsurface drainage collection systems and/or sumps with
mechanical pump discharge in-lieu of gravity flow. If mechanical pump
method is determined appropriate, said mechanical pump(s) shall
continuously be maintained in working order. In any case,
development of subject property shall preserve or improve the existing
pattern of drainage on abutting properties.
10. The conditions of approval and ordinance or code provisions of
planning application DR-00-28 shall be blueprinted on the face of the
site plan.
11 . The applicant shall contact the Planning Division to arrange for a
"special requirements" inspection of the site prior to the release of
occupancy/utilities. This inspection is to confirm that the conditions of
approval and code requirements have been satisfied.
Eng 12. Maintain the public right-of-way in a "wet-down" condition to prevent
excessive dust and promptly remove any spillage from the public right-
of-way by sweeping or sprinkling.

CODE REQUIREMENTS
The following list of Federal, State, and local laws applicable to the project has been
compiled by Staff for the applicant's reference. Any reference to "City" pertains to
the City of Costa Mesa.
Ping 1 . All contractors and subcontractors must have valid business licenses
to do business in the City of Costa Mesa. Final occupancy will not be
granted until all such licenses have been obtained.

2. Approval of the development is valid for one (1 ) year and will expire at
the end of that period unless building permits are obtained and
construction commences, or the applicant applies for and is granted an
extension of time.
3. Development shall comply with all requirements of Section 13-38 of
the Costa Mesa Municipal Code relating to development standards for
multi-family residential projects.
4. The garage shall be provided with automatic garage door opener.
5. The paving under required covered parking spaces shall be Portland
Cement Concrete (FCC).
6. All on-site utility services shall be installed underground.
7. Installation of all utility meters shall be performed in a manner so as to
obscure the installation from view from any place on or off the
property. The installation shall be in a manner acceptable to the public
utility and shall be in the form of a vault, wall cabinet, or wall box
under the direction of the Planning Division.
8. Any mechanical equipment such as air-conditioning equipment and
duct work shall be screened from view in a manner approved by the
Planning Division.
9. Installation of 6' high solid opaque walls or fences shall be required on
all interior property lines under the direction of the Planning Division.
10. All required setbacks abutting a public right-of-way shall be
landscaped. The property owner shall be responsible for the
maintenance of the landscaping on the property.
Pks/ 11 . Street trees in the front setback shall meet with the approval of the
Pkwy parks and parkways division. Street trees shall be Me/a/ueca
Luecadendron, 15-gallon minimum size, spaced at 30' on center.
Bldg 12. Comply with the requirements of the Uniform Building Code as to
design and construction and CCR Title 24 pertaining to "Disabled
Access Regulations".
13. Applicant shall submit proof that applicable development fee has been
paid to the Santa Ana Unified School District (558-5501) prior to the
issuance of building permits.
OR
Pay applicable Newport Mesa Unified School District fees to the
Building Division prior to issuance of building permits.
Eng 14. At the time of development submit for approval an off-site plan to the
Engineering Division and grading plan to the Building Division that
shows sewer, water, existing parkway improvements and the limits of
work on the site, both prepared by a civil engineer or architect.
Construction access approval must be obtained prior to building or
engineering permits being issued by the City of Costa Mesa. Pay
offsite plan check fee to the Engineering Division. An approved offsite

plan and fee shall be required prior to engineering/utility permits being
issued by the City.
15. A construction access permit and deposit of $350 for street sweeping
will be required by the Engineering Division prior to the start of any on-
or off-site work.
16. Haul routes must be approved by the Engineering Division, prior to
approval of the construction access permit.
Fire 17. Provide approved smoke detector to be installed in accordance with
the 1997 Edition of the Uniform Fire Code.
Sani 18. Developer will be required to construct sewers to serve this project, at
his own expense, meeting the approval of the Costa Mesa Sanitary
District.
19. Orange County Sanitation District fees, fixture fees, inspection fees,
and sewer permit required prior to issuance of building permits. To
receive credit for buildings to be demolished, call (714) 754-5307 for
inspection.
20. Developer shall submit a plan showing sewer improvements that meets
with the District Engineer's approval to the Building Division as a part
of the plans submitted for plan check.
21 . Developer shall contact the Costa Mesa Sanitary District at (714) 754-
5307 for trash collection requirements or exemptions for this project.
22. Developer is required to contact the Costa Mesa Sanitary District at
(714) 754-5307 to arrange final sign-off prior to certificate of
occupancy or utilities being released.
23. Comply with the requirements of the California Department of Food
and Agriculture (CDFA) to determine if red imported fire ants exist on
the property prior to any soil movement or excavation. Call CDFA at
714.708.1910 for information.
Once again, the above conditions and Code requirements must be printed on the
face of the site plan prior to submittal of the working drawings.
The decision will become final on November 8, 2000, unless appealed by an
affected party or a member of the Planning Commission or City Council.
