An inspection was made April 24, 1969 of the subject tract to
determine compliance with the recommendations contained i� our letter
to you dated March 20, 1969•
The balance of the work remaining, which was �o[ed in our inspection
report dated April 17, 1969 is now complete. Therefore, in our opinion
the recortmendations have been complied with. However, the new owners
should be (mpressed with the irtq�ortance of maintaining good drainage
to protect these structures.

Gentlemen:
An inspection was made April 16, 1969 of the subject tract to
determine compliance with the reconunendations contained in our letter
to you dated March 20, 1969.
The rough grading was completed and did comply. Concrete walks.:had
been installed per our recommendations. The gutters around the eaves
were not completed. Approximately 90 percent of the total work is
completed.
Another inspection will be necessary to determine 100 percent com-
pliance.

Gentlemen:
A visual inspection of the subject tract was made by P. L. Bailey of
Advanced Foundation Engineering, Inc. on March 20, 1969. Accompany.ing
him on the inspectfon was Mr. Richard Hanhart, Dfrector of Building and
Safety, City of Costa Mesa; Mr. Gordon Redman, Assistant Vice-President,
Newport Balboa Savings and Loan Association and Mr. George Buccola,
President, The Buccola Company.
Surface indications of expansive soil aas found on various lots through-
out the tract. However, the expansive type soil may not have been used
under the floor slabs. Therefore, an inspection was also made of several
of the ftoor slabs in the completed houses. The cracks in the floor
slab were found to be minlmai,'ln fact the floor slabs were in very good
conditlon indicating slight movement, if any, of the supporting soil.
However, because of the unknowns involved the following recommendations
are made and should be followed as a matter of good practice:

and carry it a minimum of 18 inches across the
fron[ porch. A diverter might be required at the
end of the valley to conirol the water. Gutters
should be placed on both sides as well as across
the rear of the garage and on the clipped eave at
the rear of the house.
A concrete sidewalk may be substituted for any gutter but it must be a
minimum of three feet in width and the cold joint caulked adjacent to the
structure.
Al1 yards must be graded to give maxlmum positive drainage. The rear yards
will be crowned Co drain to the each side from the center and a maximum
fall will be maintained along each side property line. The soil wi)1 be
kept 6 inches below the top of the.foundations and sloped to meet the side
yard flvw line.
All planting and cultivation adjacent to the foundations must be minimal.
Ptants used should require little water.
On completion it is recommended that an inspectlon be made by one of our
engtneers to fnsure compliance.

the soils report made by Hammond Soils Engineering.
I shall appreciate your making your report on Twining
Laboratories letterhead since that name is mentioned in the
letter from the Gity of Costa Mesa. Their letter is self-
explanatory.
I do not anticipate any problems in this case. However, since
the letters were received from the City of Costa Mesa and we
are on constructive notice, time is of the essence. Accordingly,

Pursuant to your instructions, we have reviewed our
�preliminary eoils investigation and certified report of
�compncted fill for the subject tract, and we are in the
process of making further field investigations end per-
iforming edditional expaneion testa.
�As previously atatod in our aoils etudiea, the composite
soile ia proximity to the foandationa for the subject tract
are non-expaneive sandy eilts with respect to detrimentnl
�; seasonal volume chan�o. Tho uppor two feet of soil over
the site as is reveAled in tho boring loge and describad as
a light brown to ysllow brown slightly aAndy silt, and thie
is the material thpt was used for fill purposea and was
placed on the building pads. Below a depth of two feet at
approaimate street aubgrade, a layer of brown eandy clay and
eilty olay was encountered as indicated in all five of the
boring loga made at tho four cornors and center of the
tract. Thie typa of soil will havo some expansive chur�cter-
ietica and vrould bo the typical eoil encountered when atreet
subgrade teats woro made, however thore is eufficieat non-
expanaive so1l nbove it ao thc+t it wil2 not have a significant
effecL on the foundatione. -

will be lesa thnn one half inch 3n a horizontal dietance of
50 feet from either aettlemont or ex�ansion nnd no apecial
reinforcement of the fouadations is required. As previously

Subject: Expansive Soils, Tract 2789, lbth Place, City of Costa Mesa,
County of Orange, State of California
Gentlemen:
In compliance with your request, this report has been prepared to express
our opinion as to the expansiveness of the soils located on the subject site.
On October 25, 196&, samples of the existing soils were obtained from the
�arage areas on lots 22, 25 and 29.
Samples of those soile were remolded to ninety (90) percent of maximum
density at optimum moisture content for expansion test purposes.
All samples that were tested were allowed to dry at room temperature for
twenty-four (24) hours before being tested, to assure that the soils were
below optimum moisture.
After the specimens were dried, they were placed in macnines designed so
that the Cests are performed without removing the specimens from the rings
in which Chey were remolded, insuring a minimum of sample disturbance,

Porous stones, placed at the top and bottom of each specimen, permit the
free flow of water into or from the sample during the test.
After the specimens had been placed in the machines, a surcharge load equal
to sixty (6Q) pounds per square foot for slab loada was applied. Progressive
and finnl seCtlements were then recorded. After all settlements had occured,
each apecimen was allowed to become completely saturated. Progress and final
movements were recorded to an accuracy of 0.0001 of an inch after saturation.

Based on the results of the above tests, results of an "R" value determination
prepared for the Engineering Department and our past experience with this type
of soils, they can be classified as moderatley expansive.
