PROJECT DESCRIPTION
• DR-07-08
• The property is zoned R2-HD (Multiple-Family Residential) with a General Plan
designation of High Density Residential. Proposed is a 640 square foot, second
story addition to an existing single-story, detached apartment unit.
• The proposed addition complies with all applicable residential development
standards and design guidelines. The proposed addition is well integrated into the
existing floor plan and provides multiple building planes and offsets, varying
rooflines, and architectural features to provide visual relief and architectural interest
on all elevations. Privacy impacts are also minimized since the only second floor
window provided at a 5-foot side setback is for the staircase, which faces the
adjoining property's parking area.
• Under the High Density Residential General Plan designation, a maximum of 3
units are allowed on the site and the property contains 3 rental units. As a result,
the use and density conforms to the City's General Plan. The proposed project is
also consistent with General Plan goals and objectives, which encourage
excellence in architectural design and compatibility with the prevailing character of
existing development in the immediate vicinity.
FINDINGS
A. The proposed project complies with Costa Mesa Municipal Code Section 13-29 (e)
because:
a. The proposed development and use is compatible and harmonious with
uses both on-site as well as those on surrounding properties.
b. Safety and compatibility of the design of the buildings, parking areas,
landscaping, luminaries, and other site features including functional aspects
of the site development such as automobile and pedestrian circulation have
been considered.
c. The project is consistent with the General Plan in that it meets the use and
density allowance for the site as well as goals and objectives, which
encourage excellence in architectural design and compatibility with
prevailing character of existing development in the immediate vicinity.
d. The planning application is for a project-specific case and does not
establish a precedent for future development.
B. The project has been reviewed for compliance with the Califomia Environmental
Quality Act (CEQA), the CEQA Guidelines, and the City environmental procedures,
and has been found to be exempt from CEQA under Section 15301 for Existing
Facilities.
C. The project is exempt from Chapter XII, Article 3, Transportation System
Management, of Title 13 of the Costa Mesa Municipal Code.
CONDITIONS OF APPROVAL
Ping. 1. All existing and new construction shall be architecturally compatible with
regard to buiiding materials, style, and colors. The building exteriors and
roof pitches of existing structures shall be upgraded to match. Plans

submitted for plan check shall indicate how architectural compatibility will
be accomplished. This condition shall be completed under the direction of
the Planning staff.
Grading, materials delivery, equipment operation, and other
construction-related activity shall be limited to between the hours of 7
a.m. and 8 p.m., Monday through Friday, and 8 a.m. to 6 p.m. Saturday.
Construction is prohibited on Sundays and federal holidays. Exceptions
may be made for activities that will not generate noise audible from off-
site, such as painting and other quiet interior work.
The conditions of approva{ and Code Requirements of planning
application DR-07-08 shall be blueprinted on the face of the site plan as
part of the plan check submittal package.
The applicant shall contact the Planning Division to arrange for a Planning
inspection of the site prior to the release of occupancy/utilities. This
inspection is to confirm that the conditions of approval and code
requirements have been satisfied.
Maintain the public right-of-way in a"wet-down" condition to prevent
excessive dust and promptly remove any spillage from the public right-of-
way by sweeping or sprinkling.
CODE REQUIREMENTS
The following list of Federal, State, and local laws applicable to the project has been
compiled by Staff for the applicanYs reference. Any reference to "City" pertains to the City of
Costa Mesa.

All contractors and subcontractors must have valid business licenses to do
business in the City of Costa Mesa. Final occupancy will not be granted
until all such licenses have been obtained.
Approval of the development review is valid for one (1) year and will expire
at the end of that period unless building permits are obtained and
construction commences, or the applicant applies for and is granted an
extension of time.
All required setbacks abutting a public right-of-way shall be landscaped.
The property owner shall be responsible for the maintenance of the
landscaping on the property.
No trees shall be destroyed or removed without prior City approval. Site
plans shall identify all existing and new trees.
Two (2) sets of detailed landscape and irrigation plans shall be required as
part of the project plan check review and approval process. The plans
shall be submitted to the Planning Division for final approval prior to
issuance of building permits. Two (2) sets of landscape and irrigation
plans shall be attached to two of the final building plan sets.
Landscape and irrigation plans shall meet the requirements set forth in
Costa Mesa Municipal Code Sections 13-101 through 13-108 as well as
irrigation requirements set forth by the water agency. Consult with the

Landscaping and irrigation shall be installed in accordance with the
approved plans prior to final inspection or occupancy clearance.
Street addresses shall be displayed on the building fascia adjacent to the
main entrance or front door in a manner visible to the public street. Street
address numerals shall be a minimum 6" in height with not less than Y:"
stroke and shall contrast sharply with the background. Identification of
individual units shall be provided adjacent to the unit entrances. Letters or
numerals shall be 4" in height with not less than '/<" stroke and shall
contrast sharply with the background.
Any mechanical equipment such as air-conditioning equipment and
ductwork shall be screened from view in a manner approved by the
Planning Division.
Installation of all utility meters shall be performed in a manner so as to
obscure the installation from view from any place on or off the property.
The installation shall be in a manner acceptable to the public utility and
shall be in the form of a vault, wall cabinet, or wall box under the direction
of the Planning Division.
Comply with the requirements of the Califomia Code of Regulations, Title
24, also known as the Califomia Building Standards Code, as amended by
the City of Costa Mesa.
A Construction Access Permit and deposit of $560 will be required by City
of Costa Mesa, Engineering Division prior to start of any on-site work,
necessary during construction for street sweeping and to guarantee
replacement costs in case of damage to existing public improvements.
SPECIAL DISTRICT REQUIREMENTS
The requirements of the following special districts are hereby forwarded to the applicant:
