HomeMy WebLinkAbout19-56 - Complex Coordinated Terrorist Attack GrantRESOLUTION NO. 19-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE A SUBAWARD AGREEMENT WITH THE CITY ANAHEIM FOR THE FISCAL YEAR 2016 PROGRAM TO PREPARE COMMUNITIES FOR COMPLEX COORDINATED TERRORIST ATTACKS (CCTA) GRANT AND AUTHORIZING THE ACCEPTANCE OF GRANT FUNDS THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the Department of Homeland Security ("DHS") Federal Emergency Management Agency ("FEMA") has made funds available through the Fiscal Year 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks ("CCTA Program"); and WHEREAS, CCTA Program provides funding to local, state, tribal, and territorial jurisdictions to improve their ability to prepare for, prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community; and WHEREAS, the DHS awarded a federal award to the City of Los Angeles, and the City of Anaheim received a percentage of the federal award as a subrecipient of Los Angeles; and WHEREAS, Anaheim is acting as a pass -through entity and is subawarding funds to Costa Mesa, subject to Costa Mesa entering into a subaward agreement with Anaheim; and WHEREAS, Costa Mesa has been awarded CCTA Program grant funding in the amount of $14,307.00; and WHEREAS, Costa Mesa desires to participate in the CCTA Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Section 1. The City Council hereby approves the acceptance of the CCTA Program grant funding. Section 2. The City Council hereby authorizes the City Manager or her designee to execute a subaward agreement with the City of Anaheim, and any amendments thereof, for the FY 2016 Program to Prepare Communities for Complex Coordinated Resolution No. 19-56 Page 1 of 3 Terrorist Attacks (CCTA) Grant, and to take all steps necessary to implement this authorization and the CCTA Program requirements and objectives. Section 3. Pursuant to the requirements of the subaward agreement, the City Council agrees: a. To provide all matching funds required under the subaward and that any cash match will be appropriated as required. b. That any liability arising out of the performance of the subaward agreement will be the responsibility of City. C. That subaward funds shall not be used to supplant expenditures controlled by the City Council. d. That the official executing the agreement is, in fact, authorized to do so.
