Dear Sirs:
This letter is written seeking approval of an exterior
plaster brown coat which has been applied to buildings I own
and am building at 2080 and 2084 Garden Lane, Costa Mesa.
The brown coat failed to pass inspection by your inspector,
Ralph Herr, because in- his opinion it was not hardened properly.
Upon his advice from a previous inspection we have watered the
buildings 3 times daily for 5 days, and although they have
improved, they were not uniformly hardened to pass inspection.
Today this fact was discussed in a meeting with 2 other building
department officials, the plastering contractor , and myself, and
a number of probable causes for this condition were discovered.
These factors were as follows :
1. Sand had too high a silt content, an apparently frequent
Problem with Orange County sand.
2. Due to a misunderstanding caused by ambiguous wording on a
Building Department memorandum, entitled" Order for Inspection
Requests", which was given myself, a 7 day wait between scratch
coat andbrown coat occured, rather than the correct 48 hour
wait . Therefore when the brown coat was applied, it was dried
tm quickly by the scratch coat being too dry, and absorbing water
from it .
3. A period of uncommon high temperatures and low humidity
was encountered during the course of the plaster job and waiting
periods .
As the builder t recognize that the brown coat is somewhat
softer than usual, however it is not grossly so. Also I feel that
the normal dampness in the air in this coastal area, will gradually
be absorbed into the plaster, through the color coat, to cause the
entire job to gradually and permanently harden in a period of
a few months . I therefore feel that no permanent damage will
result, and hereby take the responsibility for this judgment upon
myself, and agree to guarantee the permanancy of this job for as
long as is necessary. •
I therefore request that the brown coat be approved with
reservations as stated above, so that color coat can be applied
this date, and buildings comply on schedule.
