HomeMy WebLinkAbout2020-05 - Youth Reinvestment GrantRESOLUTION NO. 2020-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING APPLICATION FOR, AND ACCEPTANCE OF, A GRANT AWARD FROM THE STATE OF CALIFORNIA BOARD OF STATE AND COMMUNITY CORRECTIONS FOR THE YOUTH REINVESTMENT GRANT PROGRAM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the State of California Board of State and Community Corrections (BSCC) established the Youth Reinvestment Grant Program in 2018 to provide grant funding to cities and counties for implementing evidence -based, trauma -informed, culturally relevant, and developmentally appropriate diversion programs in underserved communities with high rates of juvenile arrests and high rates of racial/ethnic disproportionality within those juvenile arrests; and WHEREAS, the City of Costa Mesa desires to participate in the Youth Reinvestment Grant Program funded through the California State General Fund and administered by the BSCC; and WHEREAS, the BSCC has approved grant funding for the City of Costa Mesa in the amount of $1,000,000 for the period of July 1, 2019 through February 28, 2023. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Section 1. The City Council approves the application for, and acceptance of, a Youth Reinvestment Grant from the BSCC. Section 2. The City Council authorizes the City Manager or her designee to execute the grant agreement, and any amendments thereof, in a form approved by the City Attorney, and to take all steps necessary to implement this authorization and Youth Reinvestment Grant Program requirements and objectives. Section 3. The grant funds received hereunder shall not be used to supplant expenditures controlled by the City Council. Resolution No. 2020-05 Page 1 of 3 Section 4. The City of Costa Mesa agrees to ensure all matching funds required for the grant are provided and to abide by the terms and conditions of the grant agreement as set forth by the BSCC. Section 5. The City Clerk shall certify to the passage and adoption of this Resolution and shall enter it into the book of original resolutions. PASSED AND ADOPTED this 18th day of February 2020.
