had occurred behind this lot for over 30 years, ending in 2003.

• In December 2007, a business license for a manufacturing use (No Fear

• In June 2008, MCUP ZA-08-27 submitted for RV and; boat storage.

BACKGROUND
• The site is located between Monrovia Avenue and Placentia Avenue, on the north
side of West 18'" Street. It is zoned MG (General Industrial) with a General Plan
designation of Light Industry. It is surrounded by industrially zoned and developed
properties to the west, south and east. The properties to the north are zoned R1
(Single-Family Residential). The property is also located within the Mesa West
Bluffs Urban Plan area.
• The property contains a legal, nonconforming residential structure that is occupied
by a conforming, industrial use (No Fear Computers). The two street addresses
(828 and 830) are assigned to this one structure.
• The property owner also owns the adjacent property to the west (834 West 18`h
Street) and the two lots share a driveway that provides access to the rear of both
properties.
• The following chart provides a history of the site:
• The City has not received any complaints for this property.
PROJEC7 DESCRIPTION AND ANALYSIS
• The applicant reapplied for a minor conditional use permit to allow outdoor storage
of RVs and boats at this property. The adjacent property at 834 West 18`" Street
is used for personal office and will not be used for RV and boat storage.
• Staff does not anticipate negative impacts on the residences to the north (rear),
provided the applicant complies with the conditions of approval, since the RV and
boat storage are relatively quiet and low-key uses. The storage area will also be
screened from off-site views by the buildings and solid fence along the front,
buildings and fencing along the sides, and a block wall and landscaping along the
rear of the property.
• Conditions are included requiring closure and removal of the easterly driveway and
approach for additional landscaping at the front of the property and to ensure that
ZA-08-27
the business operates in a manner that will allow the quiet enjoyment of the
neighborhood.
FINDINGS
1. The information presented substantially complies with Section 13-29(g)(2) of
the Costa Mesa Municipal Code in that:
a. The proposal to allow outdoor RV and boat storage at this location, as
conditioned, is substantially compatible with the industrial developments in
the same general area. The property will be used for storage of RVs and
boats only, which is a relatively quiet and low-key use so that impacts on
the residences to the north (rear) are not anticipated. The property will
also be brought into conformance with industrial zoning requirements.
b. Granting the minor conditional use permit, as conditioned, will not be
detrimental to the health, safety and general welfare of the public or other
properties or improvements within the immediate vicinity. Specifically, the
use will consist of storage of RVs and boats only and they will be screened
from view from off-site. �
c. Granting the minor conditional use permit, as conditioned�� will not allow a
use, density or intensity which is not in accordance with the General Plan
designation for the property.
2. The proposed project complies with Costa Mesa Municipaf Code Section 13-29
(e)because:
a. The proposed use is compatible and harmonious with uses both on-site as
well as those on surrounding properties.
b. Safety and compatibility of the design of the parking area, .landscaping,
luminaries, and other site features including functional aspects of the site
development such as automobile and pedestrian circulation have been
considered.
c. The project is consistent with the General Plan.
d. The planning application is for a project-specific case and does not
establish a precedent ior iuture development.
3. The project has been reviewed for compliance with the California Environmental
Quality Act (CEQA), the CEQA Guidelines, and the City environmental
procedures, and has been found to be exempt from CEQA under Section 15301
for Existing Facilities.
4. The project is exempt from Chapter XII, Article 3 Transportation System
Management, of Title 13 of the Costa Mesa Municipal Code.
CONDITIONS OF APPROVAL
Ping 1. The applicant shall remove the easterly driveway and approach and
replace it with full height curb and gutter and landscape planter at the
front of the propeRy (on-site and in parkway). This condition shall be
completed under the direction of the Engineering and Planning Divisions

prior to approval of a business license.
2. Remove existing trees and plant new street trees in the parkway under
the direction of the City Arborist. Contact Dean Rodia at (714) 327-
7492 for approved street trees prior to installation.
3. install new fence and gate to match existing building/fencing and to line
up with the existing structure.
4. Provide minimum 5 ft. deep landscape buffer containing minimum 6 to
8-foot high screening trees along the rear of the property.
5. Record either a shared driveway access easement or a land use
restriction providing notice of shared access between 834 and 828/830
West 18'" Street.
6. The applicant shall submit a parking/striping plan showing minimum four
(including one handicap stall) double-striped, standard size
customedemployee parking spaces behind the building for Planning
approval. Striping shall be completed prior to Planning inspection.
7. The above listed conditions (no. 1-6} shall be completed by June 5,
2009. The applicant shall contact the Planning Division to arrange for an
inspection of the site prior to this d�te. This inspection is to confirm that
the conditions of approval and Code requirements have been satisfied.
8. Hours for access into the RV and boat storage area shall be limited to 7
a.m. to 7 p.m., Mondays through Fridays, and 8 a.m. to 6 p.m.,
Saturdays and Sundays.
9. The sites shall be used for RV and boat storage purposes only. No other
work including, but not limited to, washing, repair and dismantling shall be
conducted on-site.
10. The site shall not be used for the storage of wrecked or dismantled
vehicles.
11. No one shall be allowed to occupy or live in any of the RVs or boats.
12. The use shall be conducted, at all times, in a manner that will allow the
quiet enjoyment of the surrounding properties. The applicant and/or
property owner shall institute whatever security and operational measures
are necessary to comply with this requirement.
CODE REQUIREMENTS
The following list of federal, state and local laws applicable to the project has been
compiled by staff for the applicanYs reference. Any reference to "City" pertains to the
City of Costa Mesa.
Ping. 1. Approval of the zoning application is valid for one (1) year from the
effective date of this approval and will expire at the end of that period
unless applicant establishes the use by obtaining a business license
and/or legally establishes the business. If tfie applicant is unable to
legally establish the use within the one-year time period, the applicant
may request an extension of time. The Planning Division must receive a
written request for the time extension prior to the expiration of the zoning
application.
2. Once the use is legally established, the zoning application herein

approved shall be valid until revoked. The Development Services
Director or his designee may refer the zoning application to the Planning
Commission for modification or revocation at any time if, in his opinion,
any of the following circumstances exist: 1) the use is being operated in
violation of the conditions of approval; 2) the use is being operated in
violation of applicable laws or ordinances or 3) one or more of the
findings upon which the approval was based are no longer applicable.
3. Submit two sets of landscape and irrigation plans (showing.detailed
planting materials for the front and rear of the property) to the Planning
Division for review. Planting shall incorporate drought tolerant
groundcovers, shrubs, and/or trees under the direction of the Planning
Division. The plans shall be approved by Planning Division prior to
installation.
4. The four required parking stalls shall be double-striped in accordance
with City standards.
5. All required parking areas and driveways shall be illuminated under the
direction of the Planning Division. Lights used to illuminate parking
areas shall be �iirected away from residentially zoned properties.
6. Permits shall be obtained for all signs according to the provisions of the
Costa Mesa Sign Ordinance.
Bidg. 7. Comply with the requirements of the 2007 California Building Code
(CBC).
Eng. 8. Obtain a permit from the Engineering Division, at the time of
development and then remove any existing driveways and/or curb
depressions that will not be used and replace with full height curb and
sidewalk at applicanYs expense.
