HomeMy WebLinkAbout2020-33 - CDBG-CVRESOLUTION NO.2020-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING AND AUTHORIZING SUBMISSION OF THE SUBSTANTIAL AMENDMENT TO THE 2019-2020 ANNUAL ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND APPROVAL OF AMENDMENTS TO THE CITY OF COSTA MESA CITIZEN PARTICIPATION PLAN THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City of Costa Mesa participates in the United States Department of Housing and Urban Development's ("HUD") Community Development Block Grant ("CDBG") Program and also participates in HUD's Home Investment Partnerships Program ("HOME"); and WHEREAS, in order to receive annual allocations from these HUD programs, the City is required to prepare a five-year strategic plan outlining the use of the grants and strategic vision for affordable housing and community development in the City known as the Consolidated Plan; and and WHEREAS, the City's current Consolidated Plan, was adopted on May 5, 2015; WHEREAS, the Annual Action Plan, a component of the Consolidated Plan, is updated each fiscal year and includes the application to the HUD for CDBG and HOME funds and required certifications related to the receipt and use of CDBG and HOME funds; and WHEREAS, on March 27, 2020, President Donald J. Trump signed the Coronavirus Aid, Relief, and Economic Security Act of 2020 (the "CARES Act") which provides $5 billion in CDBG funds to assist "America's low-income families and most vulnerable citizens."; and WHEREAS, on April 2, 2020, HUD notified the City that it will receive $668,658 from the CARES Act through Community Development Block Grant - Coronavirus ("CDBG-CV") funds, and provided waivers to facilitate the use of CARES Act resources; and Resolution No. 2020-33 Page 1 of 3 WHEREAS, in order for the City to exercise the HUD program statutory and regulatory waivers authorized by the CARES Act, it is necessary to amend the City of Costa Mesa Citizen Participation Plan; and WHEREAS, in order for the City to receive and use CDBG-CV funds, it must amend the Annual Action Plan for the current Fiscal Year (FY 2019-2020). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa as follows: Section 1. The City Council hereby approves the amendments to the City of Costa Mesa Citizen Participation Plan. Section 2. The City Council hereby approves the Substantial Amendment to the 2019-2020 Annual Action Plan, attached hereto as Exhibit "A" and incorporated herein by reference. Section 3. The City Council hereby authorizes the City Manager, or the City Manager's designee, to submit the Substantial Amendment to the 2019-2020 Annual Action Plan to HUD. Section 4. The City Council hereby designates the City Manager, or the City Manager's designee, as the official representative of the City to administer the program and execute and submit all required agreements, certifications and documents required by HUD. The City Council further authorizes the City Manager, or City Manager's designee, to execute all subrecipient agreements with nonprofit organizations selected to receive an allocation of CDBG-CV funds as defined in the Substantial Amendment to the 2019-2020 Annual Action Plan.
