HomeMy WebLinkAbout2020-63 - Small Business Bridge GrantRESOLUTION NO. 2020-63 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING THE USE OF UP TO $1.995 MILLION FROM THE DECLARED DISASTERS RESERVE FOR THE SMALL BUSINESS BRIDGE GRANT PROGRAM THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA HEREBY FINDS, DETERMINES, AND DECLARES AS FOLLOWS: WHEREAS, the City's General Fund Operating Reserve has a balance of $53,295,000; and WHEREAS, the City's Declared Disasters Reserve, a committed category of the General Fund Operating Reserve, has a balance of $14,125,000; and WHEREAS, pursuant to Section 2-206 (Limited Use) of Article 7 (Use of General Fund Cash Reserves) of Chapter V (Finance) of Title 2 (Administration) of the Costa Mesa Municipal Code (CMMC), the use of the General Fund Operating Reserve is limited to two purposes: (1) to provide emergency funding as a result of a declared emergency; and (2) to provide funding required for an unanticipated but urgent event threatening the public health, safety and welfare of the City of Costa Mesa; and WHEREAS, pursuant to Section 2-207 (Accessing the General Fund Reserve Balance) of Article 7 (Use of General Fund Cash Reserves) of Chapter V (Finance) of Title 2 (Administration) of the CMMC, the General Fund Operating Reserve may only be utilized by resolution of the City Council for any General Fund purpose provided for in Article 7 of Chapter V of Title 2 of the CMMC; and WHEREAS, on March 12, 2020, the City declared a local state of emergency due to the spread of the COVID-19 virus, and on March 19, 2020, the State of California issued orders requiring households to shelter in place and the closure of nonessential businesses, thus impacting the revenues of many Costa Mesa businesses and the economic stability of such businesses; and WHEREAS, on June 16, 2020, the City Council adopted Resolution No. 2020-28, adopting the Fiscal Year 2020-21 Budget and approving the use of funds from the Declared Disasters Reserve to address unfunded emergency expenditures resulting from the COVID-19 emergency in accordance with CMMC sections 2-206 and 2-207; and Resolution No. 2020-63 Page 1 of 3 WHEREAS, for the last nine (9) months, State and County regulations and restrictions have limited business operations; and WHEREAS, most recently, on December 6, 2020, a new Regional Stay at Home Order went into effect; and WHEREAS, the Regional Stay at Home Order will remain in effect for at least three (3) weeks; and WHEREAS, personal care service businesses and restaurants in Costa Mesa have been significantly impacted by the COVID-19 pandemic and State and County regulations and restrictions; and WHEREAS, prior financial assistance programs provided limited relief to such businesses; and WHEREAS, the Regional Stay at Home Order has placed an additional financial burden on such businesses; and WHEREAS, the City is establishing a Small Business Bridge Grant Program to ameliorate the effects of the COVID-19 pandemic on personal care service businesses and restaurants in Costa Mesa; and WHEREAS, the City desires to utilize funds in the amount of up to $1,995,000 from the Declared Disasters Reserve to provide grants to such businesses and administer the Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Section 1. The City Council authorizes the use of up to $1,995,000 from the Declared Disasters Reserve to provide grants to personal care service businesses and restaurants in Costa Mesa and to administer the Small Business Bridge Grant Program. Section 2. The City Manager is authorized to take any and all steps necessary to implement the authorization provided for in this resolution.
