RECOMMENDATION:
Staff recommends that the City Council adopt the proposed resolution approving the
application for specified grant funds from the California Department of Parks and
Recreation (Attachment 1).
BACKGROUND:
Assemblywoman Cottie Petrie-Norris was successful in championing for the allocation
of $1,000,000 in the State Budget for Fiscal Year 2019-20 for a grant for improvements
at Lions Park in the City of Costa Mesa. This significant allocation was funded by
Budget Item 3790-101-0001(1)2(n) in the 2019-20 California State Budget. The State
Department of Parks and Recreation is responsible for administration of the legislatively
specified grant.
ANALYSIS:
The $1,000,000 specified grant budgeted for Lions Park in the 2019-20 California
Budget is administered by the California Department of Parks and Recreation. The
funding can be utilized for any parks and recreation related project in Lions Park.
However, in order to access the funds, the Department of Parks and Recreation has
established administrative procedures as outlined in the Procedural Guide included as
Attachment 2. In order to receive the grant funds, the City must follow the administrative
procedures and meet the following deadlines:

November 1, 2019 – Submit a resolution approving the application for funds.
December 1, 2019 – Sign and submit contract.
January 1, 2020 – Submit project application.
December 31, 2021 – Complete project.
March 31, 2022– Submit project completion packet.
The scope of the project must be defined by the application due date of January 1,
2020. In order to submit an application for the grant funding, the City is required to
submit a resolution to the Department of Parks and Recreation. According to the
Procedural Guide, the resolution serves two purposes: (1) it is the means by which the
City Council agrees to the terms of the contract; it provides confirmation that the City
has the funding to complete, operate, and maintain the project(s) associated with the
contract; and (2) it designates a position title to represent the City Council on all matters
regarding the project(s) associated with the contract. A sample contract is included in
Attachment 2. The resolution designates the Public Services Director as the City’s
authorized representative, authorizing the Public Services Director to conduct all
negotiations, sign and submit all documents, including, but not limited to, applications,
agreements, amendments, and payment requests, necessary to complete the project
scope. If approved, the Public Services Department will proceed with preparing
documents to meet the remaining deadlines.
ALTERNATIVES CONSIDERED:
The City Council may consider not adopting the resolution. However, this alternative is
not recommended as it would result in the City’s project application being declined and
render the City ineligible for the approved grant funding that was championed by
Assemblywoman Cottie Petrie-Norris.
FISCAL REVIEW:
The total state funding allocation is $1,000,000. The $1,000,000 in grant funding is
included in the FY 2019-20 Adopted Capital Improvement Project Budget.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this report and the proposed resolution and
approved them as to form.
CITY COUNCIL GOALS & PRIORITIES:
In 2019, the City Council adopted a list of goals and priorities. Goal 2 calls for Improving
Neighborhoods and Quality of Life in the City. Specifically, this goal includes the
objective of improving, expanding and adding to our neighborhood parks.

CONCLUSION:
It is recommended that the City Council adopt the proposed resolution approving the
application for specified grant funds from the California Department of Parks and
Recreation for improvements at Lions Park.
