RECOMMENDATION:
Staff recommends that the City Council:
1. Accept the work performed by Playcore Wisconsin, Inc., dba Game Time, for the
Pinkley Park Playground Renovation project and authorize the City Clerk to file the
Notice of Completion.
2. Authorize City Manager to release the Labor and Material Bond one year after the filing
date and to release the Faithful Performance Bond at the conclusion of the one-year
warranty period.
BACKGROUND:
On February 4, 2019, the City awarded a construction contract in the amount of
$92,237.69 to Playcore Wisconsin, Inc., dba Game Time, 150 Playcore Drive SE, Fort
Payne, AL 35967. The scope of work for this project included the removal of the old
playground equipment at Pinkley Park and the installation of new playground equipment
and surfacing.

ANALYSIS:
The work required by the contract documents was completed on May 24, 2019, to the
satisfaction of the City Engineer. A summary of the costs is as follows:
Original Contract Cost: $ 92,237.69
Change Orders: $0
Final Contract Cost: $ 92,237.69
As of this date, there are no Stop Notices filed against the monies due to Playcore
Wisconsin Inc., dba Game Time.
ALTERNATIVES CONSIDERED:
There are no alternatives considered for this item.
FISCAL REVIEW:
The Pinkley Park – Remove and Replace Playground Equipment project was included
in the Fiscal Year 2018-19 Adopted Capital Improvement Program (CIP) with a total
approved budget of $130,000 in the Capital Improvement Fund. The original and final
contract amount for this project was $92,237.69, leaving a remaining unspent budget
balance of $37,762.31. As part of the FY 2019-20 budget adoption, the City Council
approved reducing the project budget by $32,000. Based on the final contract cost, this
project was completed under budget, and the remaining unencumbered project balance
of $5,762.31 will be returned to the unassigned fund balance in the Capital
Improvements Fund.
LEGAL REVIEW:
The City Attorney’s Office has reviewed and approved this report as to form.
CITY COUNCIL GOALS & PRIORITIES:
In 2019, the City Council adopted a list of goals and priorities. This project works toward
achieving the following City Council goals and objectives:
Goal 2: Improve our Neighborhoods and Quality of Life:
(a) Improve, expand, and add to our neighborhood parks.
CONCLUSION:
The installation of the playground equipment at Pinkley Park is completed to the
satisfaction of the City Engineer. It is recommended that the City Council accept the work;
authorize the City Clerk to file the Notice of Completion and authorize the City Manager to
release the bonds at the conclusion of the warranty period.
