RESOLUTION NO. 19-xx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, CHANGING THE ORDER OF BUSINESS FOR CITY COUNCIL
MEETINGS
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City Council is attempting to improve the meeting process; and
WHEREAS, the City Council endeavors to ensure all citizens the right to address
the City Council; and
WHEREAS, the City Council desires to make modifications to the order of
business of the City Council agenda, in order to enable the City Council to more
efficiently conduct the people’s business; and
WHEREAS, this resolution amends Resolution Nos. 05-8, 05-55, 07-80, 11-3,
11-50, 12-21, 13-56, 15-02, 17-01, and 19-01.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COSTA MESA:
1. The order of business and item matter descriptions for Council meeting
agendas shall be as follows:
(a) Closed Session at 4:00 p.m. (as needed)
(b) Call to Order Regular City Council Meeting – 6:00 p.m.
(c) Patriotic Music and Pledge of Allegiance to the Flag
(d) Moment of Solemn Expression
(e) Roll Call
(f) Closed Session Report
(g) Presentations
(h) Public Comments - Non-agenda items and Consent Calendar
(Three minutes)
(i) Council Member’s Reports, Comments and Suggestions (Four
Minutes)
(j) City Attorney’s Report
(k) City Manager’s Report
(l) Consent Calendar

(m) Items Removed from the Consent Calendar at Mayor, Council
Member or City Manager Request
(n) Public Hearings

2. PUBLIC COMMENT is the portion of the meeting specifically set aside to
invite members to comment regarding any non-agenda matters within the jurisdiction of
the City Council, and Consent Calendar items. Each speaker will be limited to three (3)
minutes; provided, however, that this time may be extended for good cause by the
Mayor, or by majority vote of the Council Members present and voting.
3. All matters listed under the Consent Calendar are to be considered routine
by the City Council and will all be enacted by one motion. There will be no separate
discussion of said items unless the Mayor, a City Council Member or the City Manager
requests specific items be discussed and/or removed from the Consent Calendar for
separate action.
4. Except as set forth herein, the remaining provisions in Resolution 19-01
remain in full force and effect.
BE IT FINALLY RESOLVED that this resolution shall take effect and be in full
force immediately after its adoption by the City Council.

RECOMMENDATION:
Staff recommends that the City Council:
1. Change the City Council meeting schedule in the month of December to provide for
one additional regular meeting on Tuesday, December 17, 2019 through the adoption
of Resolution 19-xx (Attachment 1) and cancelling the regularly scheduled meeting on
Tuesday, January 7, 2020; and
2. Adopt Resolution No. 19-xx (Attachment 2), changing the Order of Business for City
Council meetings.
BACKGROUND:
Historically, scheduled City Council meetings are held on the first and third Tuesdays of
the month at 6:00 p.m. except for the month of December when no meeting is scheduled
on the third Tuesday. After reviewing the calendar for December 2019 and January
2020, City Council meetings, and the timing of the holidays this year, staff is
recommending adding a meeting on the third Tuesday in December and cancelling the
meeting on the first Tuesday in January in order to provide a more streamlined schedule
to conduct the business of the City. The total number of City Council meetings will remain
the same.
In addition, for City Council consideration are modifications to the Order of Business on
the City Council meeting agenda. The following order of business is proposed:

ANALYSIS:
Pursuant to Resolution No. 17-01, there is no regularly scheduled Council meeting on
the third Tuesday in December. In order to provide a schedule to better conduct the
business of the City and to accommodate schedules and deadlines due to the holidays,
staff is proposing to add one additional regular meeting on Tuesday, December 17,
2019 and to cancel the first regular meeting on Tuesday, January 7, 2020. The same
amount of meetings will still be held.
Following is the proposed City Council meeting schedule for December 2019 and
January 2020.

The proposed modifications to the Order of Business on the agenda are proposed to
allow the City Council to conduct the public’s business while balancing all citizens’ rights
to address the City Council. The revised Public Comment Period shall allow the public to
address the City Council on both non-agenda items and consent calendar items. All
matters listed under the Consent Calendar are to be considered routine by the City
Council and will all be enacted by one motion, unless pulled from the Consent Calendar.
The recommended change in the Order of Business would still allow for public comment
on Consent Calendar items during the earlier portion of the meeting. Pursuant to Costa
Mesa Municipal Code Section 2-48, a resolution to modify the Order of Business on the
City Council Agenda must be adopted to enact these changes.

ALTERNATIVES CONSIDERED:
The City Council may elect to make no changes to the City Council meeting schedule
and leave as originally scheduled for December 2019 and January 2020 and/or may
elect to make no changes to the Order of Business.
FISCAL REVIEW:
If the City Council adopts a change in the meeting schedule staff will publicize the
changes in print and social media. However, those costs are minimal and will not result in
any significant costs. The costs for such services are available in the City Clerk’s Division
Budget.
LEGAL REVIEW:
City Attorney has reviewed this report and resolutions and has approved them as to form.
CITY COUNCIL GOALS AND PRIORITIES:
This item is administrative in nature.
CONCLUSION:
Staff recommends that the City Council:
1. Change the City Council meeting schedule in the month of December to provide for
one additional regular meeting on Tuesday, December 17, 2019 through the adoption
of Resolution 19-xx (Attachment 1) and cancelling the regularly scheduled meeting on
Tuesday, January 7, 2020; and
2. Adopt Resolution No. 19-xx, changing the Order of Business for City Council
meetings.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, CHANGING THE DATES OF THE REGULARLY SCHEDULED CITY
COUNCIL MEETINGS IN THE MONTHS OF DECEMBER, 2019 AND JANUARY, 2020
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, pursuant to Section 2-38 of the Costa Mesa Municipal Code, the dates
and times of regular meetings are set by City Council resolution; and
WHEREAS, the City Council desires to ensure that the business of the City is
conducted each month; and
WHEREAS, to avoid conflicts and accommodate deadlines conflicting with the
holiday season, the City Council desires to add a regular City Council meeting on
Tuesday, December 17, 2019, and to cancel the Tuesday, January 7, 2020 City Council
meeting.
NOW THEREFORE, THE COSTA MESA CITY COUNCIL RESOLVES AS
FOLLOWS:
1. In the month of December, 2019, the City Council will hold one additional
regular meeting on the third Tuesday of the month, December 17, 2019.
2. In the month of January, 2020, the City Council will cancel the first meeting on
Tuesday, January 7, 2020. The City Council will resume back to regular
schedule thereafter.
3. Any and all provisions of prior resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
