RECOMMENDATION:
Staff recommends that the City Council adopt the attached resolution approving projects for
inclusion in the Orange County Transportation Authority’s (OCTA) Federal Transportation
Improvement Program (FTIP) for Fiscal Years 2021/22 through 2025/26 (Attachment 1).
BACKGROUND:
The Federal Transportation Improvement Program (FTIP) is a capital listing of all
transportation projects for the Southern California region to be funded over a six-year period.
The FTIP is prepared to implement projects and programs listed in the Regional
Transportation Program (RTP) and is developed in compliance with state and federal
requirements. The projects include highway improvements; transit, rail, and bus facilities;
high occupancy vehicle lanes; signal synchronization; intersection improvements; etc., in
the six-county Southern California Association of Governments (SCAG) region. The Orange
County Transportation Authority, as the administrator of FTIP in Orange County, reviews
projects submitted by local agencies and prepares the final submittal to SCAG.
ANALYSIS:
OCTA requests that Cities in Orange County review projects in the current Federal
Transportation Improvement Program (FTIP) for the next update. This includes a review of
project descriptions, budgets, schedule status, and environmental documents. The FTIP
only lists transportation projects that received federal and/or state funds, are regionally
significant or included in the Transportation Control Measures (TCM) category by SCAG,
and are fully funded.
The City of Costa Mesa projects that meet the above criteria for inclusion in the FTIP are
listed below:

Bicycle Education at Schools (project complete and in closeout phase)
Attachment 2 provides additional details on the status of these projects.
The City, with the attached resolution, confirms its commitment to the successful
implementation of the submitted projects, including the TCM projects. Staff requests City
Council approval of the resolution.
ALTERNATIVES CONSIDERED:
The City Council could choose to not adopt the resolution. According to OCTA, this would
result in the City being ineligible for Federal or State grant funds for these projects.
FISCAL REVIEW:
The FTIP resolution requires the City’s commitment of funding for the implementation of
the proposed projects in the RTP. All those projects, with the exception of the Adams
Avenue and Pinecreek Drive Intersection Project, were committed through the City’s
previous budget process. The Adams Avenue – Pinecreek Drive project received Bicycle
Corridor Improvement Program (BCIP) funding from OCTA as well as a commitment of
$250,000 from Orange Coast College. The City’s commitment is $66,000 in Fiscal Year
2021-22. Potential sources of funding include Air Quality Management District (AQMD)
funds and traffic impact fees.
LEGAL REVIEW:
The City Attorney’s office has reviewed this report and the attached resolution and approves
them as to form.
CITY COUNCIL GOALS & PRIORITIES:
This item supports “Improve key travel corridors to beautify and improve appearance, to
comply with the Active Transportation Plan and reducing speeds” in City Council Goal 2 and
“Prioritize supporting the Active Transportation Plan” in City Council Goal 5.
CONCLUSION:
OCTA requests the City review the projects in the current FTIP and request City Council
approval of their inclusion through a resolution. Staff reviewed the projects for inclusion in
the FTIP and prepared the attached resolution for City Council approval and the City’s
commitment for the listed projects. Staff requests City Council’s approval of the attached
Resolution.

RESOLUTION NO. 19-xx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, CERTIFYING THAT COSTA MESA HAS THE RESOURCES TO FUND
CITY PROJECTS SUBMITTED FOR INCLUSION IN THE FEDERAL FISCAL YEAR
2021/22 – 2025/26 TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMING
ITS COMMITMENT TO IMPLEMENT ALL PROJECTS SUBMITTED IN THE PROGRAM
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City of Costa Mesa (“City”) is located within the metropolitan
planning boundaries of the Southern California Association of Governments (“SCAG”);
and
WHEREAS, the City Council has authorized project submittals to
Orange County Transportation Authority’s (“OCTA”) Federal Transportation Improvement
Program (“FTIP”) for the following projects:
Merrimac Way Multipurpose Street Sidewalk and Bicycle Facility Project
Adams Avenue and Pinecreek Drive Intersection Project
Bicycle Racks at City Facilities
Bicycle Education at Schools; and
WHEREAS, some of the projects are included by SCAG as Transportation Control
Measures aimed at improving air quality; and
WHEREAS, the City is the lead agency for the projects set forth herein and will
comply with applicable local, state, and federal provisions, including but not limited to the
Federal Transportation Improvement Program, California Environmental Quality Act,
National Environmental Policy Act, Americans with Disabilities Act, and Buy America; and
WHEREAS, the City agrees to construct Transportation Control Measures projects
as noted in the FTIP in a timely manner; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa does hereby:
1. Certify that the City of Costa Mesa has the resources to fund the projects
submitted for inclusion in the FY 2021/22 – 2025/26 Federal Transportation
Improvement Program.

2. Affirm the City’s commitment to the projects submitted in the 2021 Federal
Transportation Improvement Program.
