It is a pivotal time for our city with the energy of a new City Council and the momentum of our residents, nonprofits, and industry coming together to improve our community. The city needs experienced and visionary partners, and I’d be honored to help ensure our design, land use, and development position Costa Mesa to preserve and protect our quality of life, and improve our long-term environmental and economic sustainability. As a management consultant with nearly 20 years of international and domestic business experience, I’ve developed business and social change strategy across corporates, governments and nonprofits in the U.S., Europe, Australia and Asia Pacific. A large part of my career has been in sustainable and destination development, having worked with cities, countries and developers from San Luis Obispo to Portland, and San Diego to the Caribbean to develop and market their world-class places and brands. Internationally, I led stakeholder engagement for a research-based sustainable development public-private partnership with government and corporate shareholders focused on energy, water, air quality, building materials and design for the building and housing sector aligned with LEED and Green Building Council. As a current commissioner on our Parks, Arts and Community Services Commission I am passionate about protecting our open spaces and ensuring our land use and development plans benefit generations to come. I’m grateful for those who have gone before us to develop and protect valuable community assets such as the budding growth of small businesses in the SOBECA and Westside Costa Mesa neighborhoods, and the open spaces surrounding our new Donald Dugan Library and my those in my neighborhood, like TeWinkle park. In addition, I believe we have many opportunities to develop and continue to improve mixed use and retail areas, including the updating of the Newport Blvd Specific Plan, looking at opportunities for density north of the 405 fwy, while preserving our single family neighborhoods. Having been involved in the initial Arts + Culture Master Plan Forum, I am also passionate about ensuring developments and land use fit the growing culture of our community allowing for diversity, sustainability, developing more public art, connecting arts and culture with our walkways and bike paths. I would like to see small businesses in Costa Mesa have the opportunity to find creative ways for land use which opens public spaces to the community, uses our pockets of unused space, and further activates parking lots and community borders to invite the community in. I would like to see local artists supported for purposeful beautification projects like murals in our freeway overpasses, Instagrammable placemaking signs and spaces at the borders of our city, and an increase in outdoor activities for all ages. While the future for our city is very bright, there are many challenges to confront, such as meeting the need for affordable housing for veterans, seniors and low income residents, and responsible conditional-use permitting balancing the rights and needs of our residents and homeowners with the concerns of families, law enforcement and business owners. I’m appreciative of all the hard work that has gone into creating the city we have today, and I want to help, in some small way, shape its growth as the city changes to meet the demands of the future. Watching the housing crisis and climate change unfold over the course of my lifetime, I want to help be a part of the solution. I’ve realized how important local government is in defining our response as a society to these challenges, and as a scientist and educator I hope to bring a reasoned approach to finding workable solutions to these crises for Costa Mesa. In my 17 years as a Professor of Biological Sciences at Orange Coast College, I have served on many committees, including ad hoc committees of the college’s Academic Senate (a Brown Act body), chairing the Biological Sciences Department (twice), chairing the Biology Department's building committee during the design and early construction phase of the ABC building, chairing the Technology Committee, and chairing the Flex Activity Committee. As chair of the Flex Activity Committee, I developed from scratch the campus’s implementation of the state’s Flexible Calendar Program, which allows the campus to cancel classes for multiple days each year to hold professional development activities. Our campus had not participated in the state program for nearly two decades when I became chair of the newly formed committee, so I was responsible for ensuring that OCC’s new policies and procedures aligned with state law, the state chancellor’s office guidelines, district policies, and union agreements. I try to work by consensus and coalition building whenever possible, and believe that all stakeholders should be involved in decisions that affect them. I worked in concert with our campus and district staff as well as multiple unions to ensure that our campus’s Flex Days met all applicable requirements and fulfilled the needs of our constituent groups. I am a cofounder and the secretary of the Costa Mesa Alliance for Better Streets, a citizens’ group here in Costa Mesa that is working to imagine, inspire, and realize a more humane use of our streets as public spaces. Active transportation advocacy work has helped me realize the importance of urban planning and development decisions to creating a welcoming, safe, equitable city environment. As a volunteer roller derby official and referee, I was responsible for interpreting and implementing the Women's Flat Track Derby Association rules during gameplay. In short, one of my hobbies centered around reading complex rules and determining how to apply them as a whole to unanticipated cases, a task which I think is not as dissimilar as one might expect to some of the judicial roles of a planning commissioner. I recognize that I have a lot to learn in order to be a productive member of the commission, and if selected I look forward to working with city staff, the other commissioners, city council, and any other resources that can be made available so I can get up to speed quickly. With regard to the housing crisis, I would like to explore how to add “missing middle” housing to Costa Mesa as part of a comprehensive plan to increase our housing stock to meet the upcoming RHNA requirements for the 6th Housing Element Cycle. I would be interested in working to help identify solutions to the parking problems so many of our residents and city visitors face. This is a complex issue that has no easy solution, and I am glad to see the city is beginning the process of studying the issue. I would like to encourage development that promotes access by people outside of personal vehicles (people walking, using wheelchairs, riding bicycles, taking public transit, etc.). This could be either through enforcement of the existing active transportation elements of our General Plan and city codes, or, if those are found to be lacking, through legislative proposals developed collaboratively with the Bikeway and Walkability Committee. I believe in the need for broad community outreach and involvement in civic governance, and would like to explore ways to make outreach efforts surrounding major planning projects more inclusive. For example, sending notices by mail only to residents or businesses within a certain distance of a project means that others in the city, who may either benefit from or be harmed by the project, are less likely to have their voices heard. MARC CONSTANTE PERKINS Marc is a biologist, safe streets advocate, photographer, and utility bicyclist living in Costa Mesa, CA. Marc has taught biology at Orange Coast College since 2002, focusing on innovative teaching approaches, such as recently converting his lab manual to an open educational resource that will be free for all students and other educators to use. In 2017, Marc was chosen to lead a team that created and continues to coordinate two conference-style days of professional development each year for the campus community; the Spring 2019 day had 117 speakers leading 90 sessions for roughly 1,000 attendees. Marc has also co-founded the Communities of Practice for Part Time Faculty series, aimed at building community for OCC’s part-time faculty while exploring effective teaching practices and campus involvement. Marc started bicycling to replace car trips in 2010, and now rides more than 2,000 miles a year, mostly as a utility cyclist commuting to work, running errands, and riding to food and social engagements. Marc has become active in safe streets advocacy in recent years, including advising multiple bicycling-related clubs at Orange Coast College (Food Riders and BikeYard), helping create ride routes for the Costa Mesa Community Bike Rides, and helping found and becoming secretary of the Costa Mesa Alliance for Better Streets.
