SCOPE OF WORK
PROJECT SUMMARY
Costa Mesa Police Department currently has (1) Intellex DVRs down and non operational. Siemens is proposing a
migration phase process to upgrade the Costa Mesa PD’s current surveillance system. Siemens is to replace (4)
Intellex DVRs with a Milestone VMS server. This server will be configured for 365 days of storage. All current
analog cameras will be brought onto 16 CH encoders to stream IP to the server. Siemens will install additional
cameras around the facility to increase visibility and security. A total of (5) new cameras will be installed.
SCOPE OF WORK
Milestone VMS Migration
• Siemens will furnish and install (1) Milestone VMS Server:
o Server will be configured for 365 days of storage
▪ Siemens will configure 15 fps for the first 30 days. Day 31-365 will be configured for 5
fps to maximize bandwidth savings.
o Siemens will install Milestone Smart Client on Costa Mesa PD designated workstations
▪ Smart Client will be installed on the following workstations:
• Jail workstation
• Watch Commander’s workstation
• Lieutenant LaPointe’s workstation
• Captain Davis’ workstation
▪ Siemens to reutilize existing workstations and monitors for Milestone Smart Client
• Workstations must meet Milestone system requirements for optimal efficiency.
Please see attached workstation requirements documents for reference
• Siemens will furnish and install (4) 16 Ch Encoders:
o Siemens will terminate (57) analog cameras onto the encoder
o Siemens will terminate encoders onto client provided network POE switch
▪ Client will need to provide (4) designated ports on the POE switch
▪ Siemens to reutilize existing rack, UPS, and KVM.
• Siemens will furnish and install (2) 42” Monitors inside the jail:
o Monitor #1 will be installed at the holding window inside the jail.
▪ Siemens will mount monitor onto window for viewing
▪ Siemens will connect via HDMI to workstation in the jail for camera viewing
o Monitor #2 will be installed where existing single monitors are installed inside the jail.
• Siemens will furnish and install (4) 19” Monitors inside the Watch Commander’s Office:
o These monitors will replace the existing (4) monitors currently on the wall in the Watch
Commander’s Office.
o This will give greater resolution for operators viewing/operating cameras inside the Watch
Commander’s office
o Siemens will connect monitors via HDMI to client provided workstation inside the Watch
Commander’s office
Install (5) New IP Cameras
• Siemens will furnish and install (5) IP cameras
Emergency Communications Building Camera
o Emergency Communications Building Camera will be installed in the Emergency Communications
Building on the southwest corner of the building
▪ Camera will be a 2mp multi directional camera with PTZ

▪ Camera sensors will be monitoring the parking lot at a 270 degree angle
▪ Client will have ability to control PTZ with pan, tilt, zoom functionality
▪ Camera will be terminated onto client provided switch
Helipad Pole Camera
o Helipad Pole Camera will be installed in the back lot on the existing pole adjacent to the helipad
▪ Camera will be a 2mp multi directional camera
▪ Camera sensors will be monitoring the parking lot at a 270 degree angle
▪ Siemens intends to gain coverage of:
• East Wall
• Bike Rack
• SWAT Vehicle
• South Exit
▪ Camera will be terminated onto client provided switch
Vanguard West Camera
o Vanguard West Camera will be installed on the west side of the building
▪ Camera will be a 2mp dome camera
▪ Camera will monitor the sidewalk and street
▪ Camera will be terminated onto client provided switch
Vanguard/Fair Dr. Intersection Camera
o Vanguard/Fair Dr. Intersection Camera will be installed on the northwest corner pillar of the
building
▪ Camera will be a 2mp multi directional camera with PTZ
▪ Camera sensors will be monitoring the front lawn, Vangaurd/Fair Dr. intersection, and
Vanguard at a 270 degree angle
▪ Client will have ability to control PTZ with pan, tilt, zoom functionality
• Using the PTZ functionality, client may be able to catch license plates at the
intersection given proper angle and lighting conditions. This will serve greater
visibility for accidents/crime that may occur at the intersection
• Please note any trees in the area may block visibility. It is highly recommended
by Siemens to trim/cut any trees that will block camera visibility around the
building
▪ Camera will be terminated onto client provided switch
Breezeway Camera
o Breezeway Camera will be installed in the breezeway in front of the building
▪ Camera will be a 2mp multi directional camera
▪ Camera will monitor:
• Property Evidence entrance
• Visitor parking lot
• Breezeway facing towards City Hall
▪ Camera will be terminated onto client provided switch
EXCLUSIONS
• Patching and Painting
• Existing coax cable for existing analog cameras will be reused by Siemens. Any wire found with
deficiencies is subject to a change order for repairs
• Racks, Rack Space, UPS, and KVMs
• POE switches and patch panels
• Workstations and desktop monitors
• Engineering drawings, operation manuals, equipment schedules
• Excludes 120VAC electrical work

• Excludes any additional work not included in the above scope of work
ASSUMPTIONS
• Work to be performed between normal business hours: 7:00 AM – 4:00PM (Excludes holidays)
• Siemens assumes all existing coax cable is usable. Any cabling found to be with deficiencies is subject to a
change order
• Includes 1 year warranty parts and labor
• Assumes installation team will have full access to workspace during installation
• Proposal includes prevailing wage

Proposal and the Contract Terms and Conditions, (together with any other documents incorporated into the
forgoing) shall constitute the entire agreement of the parties with respect to its subject matter (collectively,
hereinafter referred to as the "Agreement") and (ii) in the event of any conflict between the terms and conditions
of the Proposal and the terms and conditions of The Contract Terms and Conditio ns, the Contract Terms and
Conditions shall control.

This Proposal is based on the Siemens Industry, Inc. Standard Terms and Conditions and the "Scope of Work" and
are to be considered part of this proposal. Proposal is valid for thirty (30) days from below date. Payment is du e

require a revised quote.

RECOMMENDATION:
Staff recommends that the City Council:
1. Authorize a budget adjustment appropriating $60,000.00 from the unassigned fund
balance in the Asset Forfeiture Fund in the Police Department budget for the
specified purposes below.
2. Approve and authorize the City Manager to sign the Justification for Sole Source
Request (Attachment 1) for Siemens Industry Inc. for the specified purposes below.
3. Authorize the City Manager to execute a Purchase Order, and any other
documents required in connection with the purchase, with Siemens Industry Inc.
for $60,000.00 to replace current, end of life, Intellex DVR system with the Milestone
Video Management System (VMS) server, purchase (5) additional internet
protocol (IP) cameras and upgrade current analog cameras to stream IP video by
updating the wiring to a 16-channel encoder.
BACKGROUND:
The Police Department’s current Intellex Digital Video System is at its end of life and
cannot be repaired as the technology has surpassed the current digital management
system’s capabilities. Staff is proposing to replace the current system with the Milestone
VMS server. Further, the current analog cameras cannot transmit video surveillance to
the proposed new Milestone VMS server, which is internet protocol (IP) based. Because

of this, the current analog cameras must be updated onto a 16-channel encoder to enable
IP video streaming to the new Milestone VMS server. Staff is also proposing the purchase
of five (5) IP cameras, which will be placed in strategic locations to improve perimeter
security at the Police Department.
ANALYSIS:
The proposed purchase of the Milestone Video Management System is necessary to
maintain the Police Department‘s security surveillance in case of vandalism and acts of
violence. The current system has been intermittently failing to record valuable evidence,
making it challenging to prosecute for vandalism or drug possession in the jail and juvenile
holding rooms. The video system also helps to mitigate false allegations of force or theft in
the City’s Jail, which is currently being maintained and operated by G4S, an outside contract
company.
Siemens currently supports the entire security system of the Police Department. Due to
continuous maintenance of the system, it is recommended that the City purchase the
equipment and installation from Siemens. A sole source justification request for this
purchase was submitted to and approved by Finance. Staff is recommending approval of
the sole source justification.
ALTERNATIVES CONSIDERED:
There are no feasible alternatives. The cost is necessary to replace the current end of life
Intellex DVR system in order to carry out the Costa Mesa Police Department surveillance
needs. This system is invaluable to protect the City from frivolous lawsuits in the jail and
prosecution of illegal acts at the Costa Mesa Police Department.
FISCAL REVIEW:
Subject to City Council approval, staff is recommending approval of a budget adjustment
appropriating $60,000 from the unassigned fund balance in the Asset Forfeiture Fund to the
Police Department for the specified purposes.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this report and approved it as to form.
CITY COUNCIL GOALS & PRIORITIES:
This item supports City Council Goal 1, Keep our Community Safe by upgrading our public
safety infrastructure.

CONCLUSION:
Staff requests that the City Council:
1. Authorize a budget adjustment appropriating $60,000.00 from the unassigned fund
balance in the Asset Forfeiture Fund in the Police Department budget for the
specified purposes below.
2. Approve and authorize the City Manager to sign the Justification for Sole Source
Request (Attachment 1) for Siemens Industry Inc. for the specified purposes below.
3. For all of the aforementioned reasons, authorize the City Manager to execute the
Purchase Order with Siemens Industry Inc. and any documents required in
connection with the purchase.
