RECOMMENDATION:
Staff recommends that the City Council:
1. Accept the work performed by Horizons Construction Company, Int’l. for the subject
project, and authorize the City Clerk to file the Notice of Completion.
2. Authorize the City Manager to release the Labor and Material Bonds, and release the
Faithful Performance Bonds, as the one-year warranty period is complete. Retention
monies have been released pursuant to Public Contract Code 7107(c).
BACKGROUND:
The City reconstructed Fire Station No. 1 due to its age and state of disrepair. The
station, originally built in 1961, was experiencing foundation settlement resulting in
structural damage. The station needed to be re-constructed to meet current building
codes and standards, and to provide efficient multi-gender accommodations.
The new fire station is equipped with a three-bay, double-deep apparatus room, ten fire
fighter dorm rooms, administrative offices, kitchen, dining room, day room, physical
training room, EMS training room, mechanic shop area, and an emergency medical
supply room within the 11,740 square foot building. Additional site features include an
emergency generator, fuel station, hose drying tower, a City emergency supply storage
unit, and a new traffic signal. In an effort to minimize emergency response time, the
floor plan was designed to ensure that usability and circulation are maximized. A project
location map is included as Attachment 1.

ANALYSIS:
The work required by the contract documents was completed on September 4, 2018, to
the satisfaction of the City Engineer. The final contract cost for Horizons Construction
amounted to $7,549,682.71. A report of the final costs is included as Attachment 2.
A summary of the costs is as follows:
Original Contract Cost: $ 7,767,000.00
Reduction of PO due to estimated cost savings* (200,000.00)
Final Quantity Adjustment: $ (17,317.29)
Final Contract Cost: $ 7,549,682.71
*This represents a portion of the net reduction in project costs totaling $350,000 that was
identified during the FY 2019-20 budget adoption.
The final contract price reflects a 2.8% net decrease to the original contract.
As of this date, there are no Stop Notices filed against the monies due to Horizons
Construction Company, Int’l.
ALTERNATIVES CONSIDERED:
There are no alternatives considered for this item.
FISCAL REVIEW:
The overall project cost came in under budget. In anticipation of these savings, a net of
$350,000 was deprogrammed from this project as part of a budget balancing measure to
reduce the FY 2019-20 use of General Fund reserves. The breakdown below provides a
summary of the project expenses and remaining balance.

The remaining project balance in the amount of $33,573.47 includes encumbrances and
anticipated expenditures for the close out of the project. The final project balance will be
returned to the unassigned fund balance in the Capital Improvement Fund after project
closeout.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this report and approves it as to form.
CITY COUNCIL GOALS & PRIORITIES:
In 2019, the City Council adopted a list of goals and priorities. This project works toward
achieving the following City Council goals and objectives:
Goal 1: Keep our Community Safe.
(a) Upgrade our public safety infrastructure.
CONCLUSION:
The Fire Station No. 1 Reconstruction, City Project No. 16-16, was completed to the
satisfaction of the City Engineer. Staff recommends that the City Council accept the work
performed by Horizons Construction Company; authorize the City Clerk to file the Notice
of Completion; and authorize the City Manager to release the Labor and Material Bonds,
and Faithful Performance Bonds, as the one-year warranty period is complete.
