A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA MAKING
THE LEGALLY REQUIRED FINDINGS TO CONTINUE TO AUTHORIZE THE
CONDUCT OF REMOTE "TELEPHONIC" MEETINGS DURING THE STATE OF
EMERGENCY
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY FIND AND
DECLARE AS FOLLOWS:
WHEREAS, on March 4, 2020, pursuant to California Gov. Code Section 8625, the
Governor declared a state of emergency as a result of the COVID-19 pandemic (the
"Emergency");
WHEREAS, on September 17, 2021, Governor Newsom signed AB 361, which bill
went into immediate effect as urgency legislation;
WHEREAS, AB 361 added subsection (e) to Section 54953 of the California Gov.
Code to authorize legislative bodies to conduct remote meetings provided the legislative
body makes specified findings;
WHEREAS, as of September 19, 2021, the COVID-19 pandemic has killed more
than 67,612 Californians;
WHEREAS, state or local officials continue to impose or recommend measures to
promote social distancing;
WHEREAS, social distancing measures decrease the chance of spread of COVID-
19; and
WHEREAS, it is appropriate for the City Council to make the findings specified in
subsection (e)(1) of section 54953, to thereby authorize the City Council and each and
every commission, committee and/or other legislative body of the City of Costa Mesa to
meet remotely.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa
Mesa that it hereby finds that as a result of the Emergency, meeting in person would
present imminent risks to the health or safety of attendees.

ABSENT: COUNCIL MEMBERS: NONE.
