A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
AUTHORIZING THE CITY TO SUPPORT THE IMPLEMENTATION OF THE EARLY
CHILDHOOD POLICY FRAMEWORK WITH A FOCUS TO ENSURE QUALITY EARLY
LEARNING, PROMOTE COMPREHENSIVE EARLY CHILDHOOD HEALTH, AND
CULTIVATE RESILIENT FAMILIES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, in 2019 the Costa Mesa Early Childhood Coalition (CMECC) was
created by a group of committed residents and organizations to prioritize funding, policies
and programs that support the youngest residents of Costa Mesa; and
WHEREAS, with a population of 113,0158, Costa Mesa is one of 34 cities in
Orange County, California, and approximately 11 % of the population is below the age of
five with a poverty rate of approximately 13%; and
WHEREAS, only 55.1% of Costa Mesa children are kindergarten -ready based on
the 2019 Early Development Index (EDI) data, and in order to increase readiness, we
must increase communication skills, improve gross and fine motor skills, practice pro -
social and helping behavior, and improve overall social competence; and
WHEREAS, these are the requisite skills for overall success in school which
enable pro -social and helping behavior as the base for social and emotional development
which is foundational to building and sustaining positive, responsive relationships; and
WHEREAS, the City of Costa Mesa, the Newport Mesa Unified School District
(NMUSD), the Melinda Hoag Smith Center for Healthy Living, Early Childhood OC, United
Way, parents and community members work together to ensure that all Costa Mesa's
children and families thrive; and
WHEREAS, the mission of CMECC is to ensure quality early learning, promote
comprehensive early childhood health and development, and cultivate resilient families
through collaboration across Costa Mesa;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa
Mesa that the Costa Mesa Early Childhood Coalition will:
1. Increase community awareness and commitment in prioritizing early childhood
learning;
2. Help to make public spaces safe and rich learning environments;
3. Increase access to community resources to support resilient families;
4. Promote policies to support optimal early childhood development;

5. Increase funding and collaborative partnerships to support the Coalition's
activities and strategic initiatives;
6. Utilize the Early Development Index data to identify domains with the highest
vulnerability and prioritize actions to support growth and development;
7. Utilize the Early Development Index data to target outreach and engagement
to neighborhoods with the lowest proportion of students ready for kindergarten.
