Applications for Planning Commission Walid Wasfy’s Application for Costa Mesa Commissions/Committees 1st Priority - Planning Commission 2nd Priority - Parks, Arts and Community Services Commission 3rd Priority - Bikeway & Walkability Committee 4th Priority - Fairview Park Steering Committee Indicate why you wish to serve on this Committee/Commission 1st Choice - Planning Commission: I am a registered Professional Electrical Engineer with the State of California. I'm working with Southern California Edison and San Diego Gas and Electric on hardening the electrical infrastructure in Southern California to ensure better safety and reliability due to fire dangers. I am very familiar with easement and right of way regulations for utility work. I review environmental impacts on installing new power poles and underground electrical equipment on a daily basis. Hopefully, Community Choice Energy (CCE) efforts get traction in the City. If Planning Commission input is ever needed on CCE matters, my knowledge and expertise make me an ideal candidate for that issue. 2nd Choice - Parks, Arts and Community Services Commission: I am a very active and outgoing member of my community. I wish to be more involved in creating and planning events that bring our community together. Especially nowadays in the pandemic when we're mostly at home and not out mingling as we would normally. The "Battle of the Ages - Intergenerational Trivia Contest" that was organized by the Parks and Community Services was a great idea. Other events like it need to be put together to maintain a sense of camaraderie and community during these times. Maybe do other pop-ups like the "Badminton/Volleyball Pop-Up" events that take place. We can try other sports. 3rd Choice - Bikeway & Walkability Committee: I live off Rochester Street and Newport Boulevard. I am very close to the 17th Street and Newport Boulevard intersection. This intersection is a nightmare to get through. This is true whether you're walking, biking, or even driving for that matter. It's a very big and very busy intersection with many businesses directly connected to it. I'm not saying anything new here. Anyone who has been through this intersection knows what I'm talking about. We need to make safer and easier on folks to get through to this intersection. I know plenty of people who live walking distance away from Trader Joe's or Growers Direct who insist on driving there because they're scared of crossing Newport Boulevard around that intersection. They want to be able to ride their bikes or walk to do their grocery shopping, but they're too scared to do so. This shouldn't ever be the case. This is just one example. There are numerous other examples in the city that involve smaller intersections and other bigger intersections like the one I mentioned that need to be examined through a different perspective. Maybe we need to implement other projects like the amazing "Reimagine 19th" project that the Costa Mesa Alliance for Better Streets put together. 4th Choice - Fairview Park Steering Committee: This article in the LA Times is such a shame: https://www.latimes.com/california/story/2020-11-15/costa-mesa-fairview-park-wetlands "Costa Mesa’s Fairview Park Wetlands, once seen as a boon, is bogged down by deficiencies" I am a registered Professional Electrical Engineer with the State of California. I have extensive experience with installing and maintaining pump stations for a variety of applications, from nuclear reactor cooling systems to wastewater treatment facilities, to small farming and irrigation systems. I can provide valuable input for installing the float valve and pump system that was supposed to be installed to recirculate water in the Wetlands system. After installation, I can also provide input on industry best practice for maintenance on the project. I have worked on many industrial maintenance plans for various pump systems. As a Committee/Commission member, what ideas or projects are of interest to you? - As a result of the civil unrest that was happening around the country that started in May 2020 due to the killing of George Floyd, the Planning Commission introduced some very good ideas and discussions about equity in the City. I would like to see this issue investigated and discussed further to ensure that all of Costa Mesa's residents are afforded the same opportunities and are treated fairly. - Focus more city resources on implementing active transportation across City streets. Everyone always talks about adding more bike lanes to the street, and I agree with that 100%. Another simple measure than I'm interested in is adding more street lights. There are a lot of dark streets and areas in Costa Mesa where biking at night is dangerous due to how dark it is. Even if there are bike lanes in he street and if the bikers are wearing high visibility gear, it can be hard for drivers to see bikers. - Implement further future projects similar to the "Reimagine 19th" project. - Investigate the feasibility of installing disc golf cages in Fairview Park to establish a public disc golf course in Costa Mesa. I have also attached my CV with this email. Please let me know if you need anything else. Kind regards, Adam Ereth 3034 Club House Rd. Costa Mesa, Ca 92626 Cell: 714:423-0578 Em: sandiegogeography@gmail.com Interested Committees/ Commissions: Bikeability and Walkability Committee Cultural Arts Committee Fairview Park Steering Committee Finance and Pension Advisory Committee Historical Preservation Committee Parks, Arts and Community Services Committee Planning Commission As a Committee/Commission member, what ideas or projects are of interest to you? I have several interests related to all of the commissions and committees I have applied to here. My principal interest lies in the City Planning Commission and its efforts to manage affordable housing needs and goals. From there, FPAC is appealing insofar as the group is charged with problem-solving novel issues related to budgetary topics which are near and dear to me. On that note, I believe the pressure that SARS CoV-2 has had in Costa Mesa will require additional eyes to make sure our City's public servants continue to be funded as promised, and to look long-term for economically responsible and sustainable growth. Also, the Parks, Arts and Community Services Commission deals directly with potentially complicated issues with community services. I will thrive in taking part in working with the group of commissioners to keep things moving in a positive direction, especially as it relates to programs for children and seniors. Next, the Bikeway and Walkability Committee (BWC), the Fairview Park Steering Committee (FPSC), Cultural Arts Committee (CAC), and the Historical Preservation Committee (HPC) are all interesting components of what helps Costa Mesa continue to be a leading City within the region when it comes to community-related services. The BWC and FPSC would be a good fit for me since I am an avid walker and jogger through several of 2 our local parks, including Fairview Park. I see firsthand some of the issues with transportation-related themes around the City, and I believe my background in surveying and planning will do these committees justice. With the HPC and CAC, I believe I can make a difference as well. My family moved to Costa Mesa in 1958 when my Grandfather, Raymond Perry, was hired to build the Water District. My family and I grew up here in the City, and I believe very strongly that we should do our part to preserve the history and art that comes from where we live. Indicate why you wish to serve on this Committee/Commission. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. To the Honorable Mayor Katrina Foley, Mayor Pro Tem Andrea Marr, esteemed City Council Members Chavez, Reynolds, Gameros, Harlan, and Harper, and the City Manager and Staff: I am honored to enclose my application for your consideration regarding several Costa Mesa committees and commissions up for appointment. Civic engagement is not only a great responsibility that requires relevant experience and a history of involvement and future promise of dedication, but an ongoing sense of civic duty and pride to make recommendations and decisions on behalf of our current and future residents, and at the pleasure of City Council. What follows here will show my professional background, how it relates to these appointments, my level of involvement and dedication, and where my strengths might be best positioned to carry out the City’s vision for a healthy, prosperous, and sustainable future. As you will note from the attached CV, I have the distinction of having served in several capacities associated with the appointments for which I am applying to you now. I have a professional background in geographic sciences (cartographic, spatial, urban and public works planning, statistical analysis, cost analysis), public health and environmental health sciences (climate change and environmental writing and planning, State boards/commissions, public engagement), and a long list of having served in related capacities and jobs within my career. Please note, I have served as chair, co-chair, or lead in many of these roles over the years. Most recently, I have the honor and distinction of having been appointed as the Programs Director for one of Costa Mesa's longest-standing and impactful nonprofits. In this role I am focused on solving local food insecurity and homeless-related issues while maintaining fiscally responsible decisions. I carry out my work while also keeping an eye on the future of how we fit into City and County needs, including our SARS CoV-2 safety protocols and how we serve an at-risk population within the confines of our community. Also, I have been recently appointed to the Costa Mesa Sanitary District’s Citizens Advisory Committee and continue to serve as State Mentor for South Carolina’s Green Steps Schools program for Air Emissions and Carbon Sequestration. I perform these duties while working in other service-related capacities while finishing my research dissertation in the next few months in the School of Public Health at the University of South Carolina. What you will glean from my CV is a dynamic work history, and through these experiences the ability to connect and simplify disparate pieces of information. Much of that has to do with having built my career around being of service through problem-solving, working collaboratively and collegially in diverse groups, and looking at issues from all angles before moving forward with a plan. I believe these skills (among others) will be of great use to the Costa Mesa Planning Commission in addition to other boards and commissions. Please let me know if you have any questions and how I might best serve your needs as a representative of District 1. 3 Kind regards, Adam C. I love Costa Mesa, and I believe our City is an important intersection. I believe growth is important, and inevitable, however, not all growth is good. There have been projects that I loved (Midtown 10) and projects that I don't (anything by RSI). We need to find a balance, that allows for new construction to help alleviate our affordable housing crisis, but has positive environmental, traffic and parking impacts. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached. Optional Resume Daniel Thomas Morgan's Resume 2020.pdf As a Committee/Commission member, what ideas or projects are of interest to you? As reformed residential developer, I have seen the best and worst of new construction residential projects. I am passionate about sustainability, aesthetics and parking. One design standard I would like to propose is the requirement to have automatic garage door lifts on older apartment communities. Because most garage doors are manual, they are not practical for parking use and as a result are often are used as storage. Areas with multiple apartment (generally 4-plexes) are over impacted by parking, because their dedicated parking is not used for parking. Additionally, I am very interested in the new ADU laws and how to optimize them to achieve the cities objectives as it relates to housing, open space and parking. Note: This contact information will not be posted on the City’s website or distributed to the public. Name: Erik Roberts Indicate the name of the Committee/Commission you are interested in serving on: Bikeway & Walkability Committee Fairview Park Steering Committee Housing & Public Service Grants Committee Parks, Arts and Community Services Commission Planning Commission Traffic Impact Fee Ad Hoc Committee Indicate why you wish to serve on this Committee/Commission. Hello, Planning commission and the Housing & Public Service Grants Committee are my top two preferences. I reside in district 2. I am willing to take any length of term as the city sees fit. I seek to increase my involvement in city matters that affect those that reside, work, etc. in Costa Mesa to further improve our great city. I have recently participated in two recent city council meetings and found that many of the agenda items I had a unique, experienced perspective to offer the council. My input was appreciated and useful to further the discussion so the council could resolve the issue in a timely fashion. I hope to do the same for one or more of these committees, commissions I have requested. I am an Air Force overseas war veteran, have a degree in legal studies from UC Berkeley with associate degrees from IVC in Spanish, Computer Information Science, and Physical Education. I have been elected leader of many organizations including honor societies in college focusing on service to the community and an Orange County non profit focusing on restoring developed and undeveloped lands, areas back to OC native plants and away from wasteful, harmful invasive plant species. I have also personally served our community in many capacities including regularly donating platelets hundreds of times this century, leading group cleanups/restorations of parks/wild lands, as well as delivering donated food to low income Costa Mesa seniors with the Costa Mesa Senior Center for most of this C19 pandemic. I am educated, experienced, motivated and prepared to be a valuable contribution to any committee/commission. I will be a stickler for the rules, procedures when I serve and strive to improve those methods for better efficiency and performance. I thank you for the opportunity to serve. Erik W. Roberts 2 Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached. (Note: All information contained on the resume is public information, will be distributed to the public and posted on the City’s website). Optional Resume As a Committee/Commission member, what ideas or projects are of interest to you? My focus will be primarily on improving all things Costa Mesa for a more sustainable, healthy, efficient, and representative future for all. Specifically upgrading our city building, restoration, procurement codes/policies for greater cost effectiveness for all stakeholders in the long term with respect to energy efficiency, water efficiency, indoor air quality, safety, local material/product usage, etc. A long term focus should be applied for such long term projects, purchases for the benefit of all involved. I find the focus is often too much on short term or purchase price rather than long term/life cycle costs, benefits. With that said, all issues/items brought to my attention while serving on a committee/commission will receive my full attention to explore, learn about, discuss and decide in a timely fashion. I will be diligent with my assigned duties. Note: This contact information will not be posted on the City’s website or distributed to the public. Name: GARRETT WHITFIELD Indicate the name of the Committee/Commission you are interested in serving on: Planning Commission Indicate why you wish to serve on this Committee/Commission. As a member of the Costa Mesa community for the last 8 years and a resident of District 6, I believe it is my civic duty to participate in the long-term growth and development of my community. With the ongoing challenges that our community faces (homelessness, affordable housing, etc.), it is important to meet those challenges with creative solutions and common sense. With my education in civil engineering and my professional experiences in land planning, development and construction, I am ideally qualified to provide recommendations to the City Council that represent the needs of the Costa Mesa community. In my career, I’ve experienced the frustrations felt by most renters, homeowners and developers when working with city governments. This process is most often adversarial in nature when it should be cooperative and mutually beneficial. It is my desire to better this process and create goals, polices, and programs that directly address the development needs of the City’s current and future residents. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached. (Note: All information contained on the resume is public information, will be distributed to the public and posted on the City’s website). Optional Resume Garrett Whitfield Resume.pdf As a Committee/Commission member, what ideas or projects are of interest to you? As a Planning Commission member, my focus will be on the projects that will better the community and provide lasting solutions to meet the housing and development goals of Costa Mesa residents. I am particularly interested in participating in the Housing Element Update of the General Plan. I will continue to support the City of Costa Mesa’s formal appeal of its Regional Housing Needs Assessment (RHNA) allocation to SCAG. The RHNA, as mandated by State Housing Law, overburdens City of Costa Mesa residents with untenable housing demands of 11,733 net housing units by 2029. To put it into perspective, the Southern California Association 2 of Governments RHNA is demanding a 6,643% increase in the number of net units previously allocated to meet housing growth, which was 174 net housing units per SCAG’s 5th cycle Regional Housing Needs Assessment Final Allocation Plan (2014 to 2021). Furthermore, RHNA’s requirement for 64% of the proposed housing to be affordable (below fair market value) will over regulate and suppress new developments and further exacerbate the affordability dilemma that the City faces. If “approachable” housing is an important goal for the City, it should strive to reduce the policies and regulatory burdens that drive up housing costs and ultimately get passed on to renters and home buyers. If a particular development meets the goals outlined in the City’s General Plan and/or Specific Plan Overlays, the City should provide avenues to expedite the entitlement, environmental and plan check process. It should incentivize (instead of regulate) residential or mixed use developments to provide affordable units and support environmental actions that go beyond the Green Building Code. Lastly, permanent homeless shelters need to be thoughtfully developed to quickly and cost-effectively meet the needs of the City to enforce existing anti-camping and anti-loitering laws and restore safety and cleanliness in our communities. Note: This contact information will not be posted on the City’s website or distributed to the public. Name: John Stephens Indicate the name of the Committee/Commission you are interested in serving on: Planning Commission Indicate why you wish to serve on this Committee/Commission. I served on the City Council from 2016 through 2020. During that time, there were several land use issues that arose and continue to be of interest to me and of importance to the community. These issues include implementing the Measure Q business sector with CUP applications coming before the Planning Commission, developing a Housing Element by October 2021 that takes into account the State's RHNA requirements for additional units and affordable housing, and developing Fairview Developmental Center once its use as an Alternative Care Site has ended. While on council, I was on the ad hoc committees for Measure Q and Fairview Developmental Center and have also studied the issues that impact the Housing Element, including the RHNA allotment. My time on council and my background as a trial attorney will help me participate with staff and other commissioners on the issues described above and other important land use issues. A copy of my bio is attached. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached. The projects and topics of greatest interest are Measure Q, the Housing Element, and the Fairview Developmental Center development. Also, to the extent possible, although this has primarily been the province of the City Council, I'd like to work toward ways of helping businesses recover from the impact of COVID-19 through creative land use initiatives. 2 Note: This contact information will not be posted on the City’s website or distributed to the public. Jonathan (Jon) Zich Planning Commission I am applying for re-appointment to serve on the City’s Planning Commission. I believe that I have demonstrated myself to be prepared and engaged, fair and open minded and a positive asset to this important City Commission. I have enjoyed working with Staff and the other Commissioners on numerous challenging projects and issues and would consider it a privileged to be selected to continue serving—there is more work to be done and I would like to be part of the team that works on it. My family has lived in Costa Mesa since 1980. I have been involved in the community in numerous capacities, including as a former Parks, Recreation Facilities, and Parkways Commissioner, and a former member of the City’s Residential Rehabilitation and Redevelopment Committee (3R). I was Regional Commissioner for Costa Mesa’s American Youth Soccer Organization (AYSO Region 120) for three years, and a board member for ten years serving in various other capacities. I have also been a reader/evaluator for the school district’s Teacher’s Grant Reader Committee. I have a Bachelor of Science in Civil Engineering and am licensed as a Professional Engineer in the State of California. I was Senior Manager of Facilities and Real Estate for Raytheon Company’s Space & Airborne Systems business prior to my retirement in 2013 after more than 30 years of service. I currently owna smallbusiness providing photography services primarily to realtors throughout Orange County. I have an interest in land use issues, and recognize the importance of having a vibrant business community, including retail, commercial, and industrial uses, balanced with the enhancement and improvement of our residential neighborhoods, parks, as well as increased home-ownership opportunities. I am very interested in the State’s housing challenges and priorities, including the City’s RHNA allocation and finding ways to respond with planning, plan elements, zoning, etc, with an eye towards preserving what’s great about our neighborhoods, and expanding housing stock to the greatest extent possible while maintaining and even expanding the City’s economic development. Name: Kedarious Colbert Indicate the name of the Committee/Commission you are interested in serving on: Planning Commission Indicate why you wish to serve on this Committee/Commission. As a current commissioner for District 2, I have appreciated the opportunities to advance dialogue, analysis, and improvement of planning applications that will have long-term implications on our city's growth and direction. Further, having been involved in critical discussions and recommendations that include but are not limited to the housing element, design guidelines, and other pressing issues pertinent to Costa Mesa residents, a sense of continuity is imperative. Possessing over six years of combined experience in the public and private sector as a planner throughout the country, I understand both the staff and commissioner perspective and the implications of recommendations we make to the council. As our community grows and becomes more diverse, it is also essential that our leadership positions reflect our city. As a Generation Y member, I have experienced challenges similar to my peers interested in homeownership with no viable entry. Further, connectivity and transportation roles remain conversations that require community engagement and thoughtful analysis from all Costa Mesan's. Thus, it essential to have a myriad of perspectives and experiences on the commission as our city is not a monolith. I am seeking re-appointment with a continued commitment to upholding the 2035 General Plan's integrity developed by Costa Mesa's constituents in 2015. As stated in my initial application to the commission, "a city is not an accident but the result of coherent visions and aims," and I remain connected to the vision and aim with a strong and sincere desire to continue serving the Costa Mesa community. I humbly ask that council re- appointment me as the District 2 Planning Commissioner. Yours in Service, Kedarious O. I believe that there are some easy and effective ways to do that via the Planning Commision. I am also interested in the upcoming Housing Element and TIA update that will be coming in the near future I believe that a City is only as good as the Committee and Commissions that help guide its directions. Far to often do we see Commissions run by members that are not actively practicing in a industry that is related to that commission and that can lead to decisions being made that are not "Best Practices" for the City. I would like to serve on the Planning Commission because I am very interested in the future of our city. Much of our future is being determined by our present decisions, so it is crucial that we have knowledgeable people at the helm. I do not claim for a moment to have the answers to all the issues surrounding Costa Mesa land use, but I do spend a lot of time thinking about them, and I do spend a lot of time trying to equip myself to better understand land use problems and solutions. I truly think that Costa Mesa is full of potential to become a great city in so many ways and for so many reasons. And I want to do whatever I can to help ensure that we don’t squander that potential. I have worked as a planner in both public and private sectors, am certified by the American Planning Association (AICP), and am accredited by the Congress for the New Urbanism (CNU-A). Optional Resume As a Committee/Commission member, what ideas or projects are of interest to you? There are many planning topics that greatly interest me. The most pressing at the moment in the city is the Housing Element, and what our plan is to accommodate over 11,000 new units. I do not hold a strong opinion either way as to whether this is the right number for us or not. But I do want to help make sure that we plan for this sort of growth, so that as it comes in, it comes in well. But even beyond the narrow topic of housing, I am interested in understanding what our physical vision is for the city, and how our development code is implementing that vision. Code reform is a fascinating and necessary topic for me, and I would love to be part of any process to refine our development standards to better reflect our community values and vision. There are many other topics that I am always thinking about, like how to make our neighborhoods more complete, how to increase connectivity within and /Traffic Impact Fee Ad Hoc Committee 2 between them, how to increase the amount of open space, and improve access to it. The answers to these, and many other crucial questions are not at all obvious, but they are some of the right questions that we should be asking. That is what I hope to bring to the dais as a commissioner: good questions about the things that matter. And hopefully I can help us think through some good solutions that will help ensure that as Costa Mesa grows, it grows into the best version of itself. Note: This contact information will not be posted on the City’s website or distributed to the public. Walid Wasfy’s Application for Costa Mesa Commissions/Committees 1st Priority - Planning Commission 2nd Priority - Parks, Arts and Community Services Commission 3rd Priority - Bikeway & Walkability Committee 4th Priority - Fairview Park Steering Committee Indicate why you wish to serve on this Committee/Commission 1st Choice - Planning Commission: I am a registered Professional Electrical Engineer with the State of California. (Note: All information contained on the resume is public information, will be distributed to the public and posted on the City’s website). Optional Resume JBS Bio.pdf As a Committee/Commission member, what ideas or projects are of interest to you? The projects and topics of greatest interest are Measure Q, the Housing Element, and the Fairview Developmental Center development. Also, to the extent possible, although this has primarily been the province of the City Council, I'd like to work toward ways of helping businesses recover from the impact of COVID-19 through creative land use initiatives. In 1998 he started his own practice, and in 2006 he formed Stephens Friedland LLP with Todd Friedland. Mr. Stephens recently and successfully handled cases involving false advertising, California's False Claims Act, trade secrets, trademark, fraud, breach of contract, the alter ego doctrine, shareholder and partnership disputes, business dissolution, trust administration, real estate (e.g. lease disputes), securities fraud, ERISA, insurance brokerage, lending and banking, and California's Unfair Competition Law. Mr. Stephens has represented Fortune 500 companies in high-stakes cases and is also experienced at representing small businesses and individuals in commercial matters. Mr. Stephens has tried dozens of cases to judgment, including jury trials, bench trials and arbitrations. He is also a skilled negotiator and mediation advocate who can resolve cases early for reasonable terms when it is in the client's best interest. Mr. Stephens was elected to the Costa Mesa City Council in 2016 and his term runs through 2020. One emphasis of his work on City Council is working with the City Attorney on litigation and regulatory matters over a variety of subjects including Sober Living Homes, affordable housing, homelessness and cannabis. While on council, Mr. Stephens took a lead role in resolving a Federal Court trial regarding the City’s Sober Living Home ordinances (favorable jury verdict), the Orange County homelessness crisis (favorable settlement and establishment of a Bridge Shelter), and the Costa Mesa Motor Inn (favorable settlement and development of market and affordable housing). 1 GONZALEZ, GLADYS From:City of Costa Mesa <webmaster@costamesaca.gov> Sent:Wednesday, January 6, 2021 5:39 PM To:AZAD, ARZO; CITY CLERK Subject:*NEW SUBMISSION* Application for Commission/Committee Appointment Application for Commission/Committee Appointment Submission #: 711596 IP Address: 10.74.98.100 Submission Date: 01/06/2021 5:38 Survey Time: 32 minutes, 58 seconds You have a new online form submission. Page 1 of 2 Note: This contact information will not be posted on the City’s website or distributed to A Commission Member I would like to focus on increasing safety and health of the residents of the City. I want to use my expertise in Traffic and Civil Engineering to help help improve our City. Michael Sampson Planning Commission 1 GONZALEZ, GLADYS From:Adam Ereth <sandiegogeography@gmail.com> Sent:Monday, January 4, 2021 8:51 AM To:CITY CLERK Subject:Adam Ereth - Committee/Commission application Attachments:Adam_Ereth_CV_2021.docx City Clerk's Office - Attached/written in line here is my application for several commission and committee appointments to the City of Costa Mesa (See responses below). I have also attached my CV with this email. Please let me know if you need anything else. Kind regards, Adam Ereth Interested Committees/ Commissions: Bikeability and Walkability Committee Cultural Arts Committee Fairview Park Steering Committee Finance and Pension Advisory Committee Historical Preservation Committee Parks, Arts and Community Services Committee Planning Commission As a Committee/Commission member, what ideas or projects are of interest to you?
