SUBJECT: CONFIRMATION OF MAYOR’S APPOINTMENTS TO AD HOC COMMITTEES

RECOMMENDATION:
Staff recommends the City Council confirm the following Mayor’s appointments:
1. Cannabis Ad Hoc Committee: Mayor Foley, Council Member Manuel Chavez, and
Council Member Loren Gameros
2. City Manager Ad Hoc Committee: Mayor Foley, Mayor Pro Tem Marr, and Council
Member Arlis Reynolds
3. Fairview Developmental Center Ad Hoc Committee: Mayor Foley, Mayor Pro Tem
Marr, and Council Member Jeffrey Harlan
BACKGROUND:
The City Council has created ad hoc committees to address specific issues of
importance to the City. The Mayor has selected the members to the committees which
require confirmation by the City Council.
On December 17, 2019, the City Council approved the formation of an Ad Hoc
Committee of the Council to evaluate the City’s cannabis tax rates and regulations and
directed staff and the Cannabis Ad Hoc Committee to return with a fiscal analysis and
recommendation on the potential reduction of the business tax rates across the varying
business types.
On January 8, 2019, the City Council approved the formation of an Ad Hoc Committee
of the Council to develop recruitment and evaluation metrics for the City Manager
position.
On September 3, 2019, the City Council approved the formation of an Ad Hoc
Committee of the Council to address the eventual closure and potential future uses of
Fairview Developmental Center.
ANALYSIS:
The Mayor has put forth the Council appointments to the respective Ad Hoc committees
for City Council consideration and confirmation.
FISCAL REVIEW:
There is no fiscal impact.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this report and has approved it as to form.
ALTERNATIVES CONSIDERED:
City Council may choose to not confirm the appointments, or consider changing the
suggested appointments.
CONCLUSION:
Staff recommends the City Council approve the following Mayor’s appointments:
1. Cannabis Ad Hoc Committee: Mayor Foley, Council Member Manuel Chavez, and
Council Member Loren Gameros
2. City Manager Ad Hoc Committee: Mayor Foley, Mayor Pro Tem Marr, and Council
Member Arlis Reynolds
3. Fairview Developmental Center Ad Hoc Committee: Mayor Foley, Mayor Pro Tem
Marr, and Council Member Jeffrey Harlan
