Mobile Home Park Advisory Committee
I have been honored to serve on the Mobile Home Advisory Committee as an Independent Citizen At-Large member. However, due to COVID, and find a suitable time for
meetings, the Committee did not meet more than once or twice since the committee was formed in 2019. Because I have many friends who live in our mobile home parks, I
have seen value of the City approving the Committee as a way to improve the quality of life of mobile home residents, address matters of public concern such as future
projects in their neighborhoods, and help to support and maintain mobile homes as affordable housing. I would be honored to continue to service on this committee as an
Independent At-Large Citizen.
Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached. (Note: All
information contained on the resume is public information, will be distributed to the public and posted on the City’s website).

I would like to see mobile home residents involved in City planning decisions which might affect their quality of life.

Serving our community has been a corner stone of my personal activities since the 1990’s. Serving on this committee further
expands my desires to see the city, I call home, be the best it can be in meeting the needs of all of our residents. I believe that
community input is the corner stone to the quality of our council’s decisions. Only through rigorous information gathering coupled
with thoughtful analysis and then timely advising our council, can the best interest of all Costa Mesa be served. Finding ways to meet
new government regulations that impacts our housing stock and to assure that we can renew our neighborhoods and business areas
while maintaining their character, cohesiveness and economic sustainability are high priorities for me. I neither live in or own a
mobile home or a mobile home park. As such, I believe I will add a general community view to a committee addressing and advising
the council on issues of this important subsection of our housing options. Business experience: 37 years in Pharmaceuticals--Sales,

While I am a recently arrived resident to Costa Mesa, I have worked in the community for over 15 years and developed strong and
lasting relationships with community and agency leaders as the former principal of the city’s two high schools, Costa Mesa and
Estancia, as well as through my current position as the Administrative Director for Student Services with the Newport Mesa Unified
School District. The committees that I have selected to serve on would offer the community an opportunity to take advantage of my
expertise, which has been forged for over 24 years in the public education sector in working with homeless and foster youth,
advancing culture and arts, finance and strategic planning so that the wellbeing of all Costa Mesa’s citizenry is advanced. My record
is one of collaboration, building relationships and creative thinking. I also believe in servant leadership and the idea that the strength
of one’s community is everyone’s responsibility.
Provide any experience or qualifications you may possess that you think would be beneficial to this
Committee/Commission. A resume (optional) may be attached. (Note: All information contained on the

My highest priority would be to pursue projects that create the highest quality of life possible for all residents in Costa Mesa. I am
interested in contributing to conversation and offering creative, workable ideas around the responsible use of public funds,
promoting the creativity and talent of our city beyond its borders, offering supports to our most vulnerable residents, and working
with city leaders to ensure that they have reliable data to make sound and sustainable decisions that advance the welling of our
community.

I would like to serve on the Planning Commission because I am very interested in the future of our city. Much of our future is being
determined by our present decisions, so it is crucial that we have knowledgeable people at the helm. I do not claim for a moment to
have the answers to all the issues surrounding Costa Mesa land use, but I do spend a lot of time thinking about them, and I do spend
a lot of time trying to equip myself to better understand land use problems and solutions. I truly think that Costa Mesa is full of
potential to become a great city in so many ways and for so many reasons. And I want to do whatever I can to help ensure that we
don’t squander that potential. I have worked as a planner in both public and private sectors, am certified by the American Planning
Association (AICP), and am accredited by the Congress for the New Urbanism (CNU-A).

As a Committee/Commission member, what ideas or projects are of interest to you?
There are many planning topics that greatly interest me. The most pressing at the moment in the city is the Housing Element, and
what our plan is to accommodate over 11,000 new units. I do not hold a strong opinion either way as to whether this is the right
number for us or not. But I do want to help make sure that we plan for this sort of growth, so that as it comes in, it comes in well.
But even beyond the narrow topic of housing, I am interested in understanding what our physical vision is for the city, and how our
development code is implementing that vision. Code reform is a fascinating and necessary topic for me, and I would love to be part
of any process to refine our development standards to better reflect our community values and vision. There are many other topics
that I am always thinking about, like how to make our neighborhoods more complete, how to increase connectivity within and
/Traffic Impact Fee Ad Hoc Committee

between them, how to increase the amount of open space, and improve access to it. The answers to these, and many other crucial
questions are not at all obvious, but they are some of the right questions that we should be asking. That is what I hope to bring to
the dais as a commissioner: good questions about the things that matter. And hopefully I can help us think through some good
solutions that will help ensure that as Costa Mesa grows, it grows into the best version of itself.

Hello, Planning commission and the Housing & Public Service Grants Committee are my top two preferences. I reside in district 2. I
am willing to take any length of term as the city sees fit. I seek to increase my involvement in city matters that affect those that
reside, work, etc. in Costa Mesa to further improve our great city. I have recently participated in two recent city council meetings
and found that many of the agenda items I had a unique, experienced perspective to offer the council. My input was appreciated
and useful to further the discussion so the council could resolve the issue in a timely fashion. I hope to do the same for one or more
of these committees, commissions I have requested. I am an Air Force overseas war veteran, have a degree in legal studies from UC
Berkeley with associate degrees from IVC in Spanish, Computer Information Science, and Physical Education. I have been elected
leader of many organizations including honor societies in college focusing on service to the community and an Orange County non
profit focusing on restoring developed and undeveloped lands, areas back to OC native plants and away from wasteful, harmful
invasive plant species. I have also personally served our community in many capacities including regularly donating platelets
hundreds of times this century, leading group cleanups/restorations of parks/wild lands, as well as delivering donated food to low
income Costa Mesa seniors with the Costa Mesa Senior Center for most of this C19 pandemic. I am educated, experienced,
motivated and prepared to be a valuable contribution to any committee/commission. I will be a stickler for the rules, procedures
when I serve and strive to improve those methods for better efficiency and performance. I thank you for the opportunity to serve.

My focus will be primarily on improving all things Costa Mesa for a more sustainable, healthy, efficient, and representative future for
all. Specifically upgrading our city building, restoration, procurement codes/policies for greater cost effectiveness for all stakeholders
in the long term with respect to energy efficiency, water efficiency, indoor air quality, safety, local material/product usage, etc. A
long term focus should be applied for such long term projects, purchases for the benefit of all involved. I find the focus is often too
much on short term or purchase price rather than long term/life cycle costs, benefits. With that said, all issues/items brought to my
attention while serving on a committee/commission will receive my full attention to explore, learn about, discuss and decide in a
timely fashion. I will be diligent with my assigned duties.

I am excited about the opportunity to apply for the opening to serve on the Traffic Impact Fee Ad Hoc committee. I am reapplying
for the position as I have served on the Traffic Ad Hoc Committee since Sept 2017 until present. I do not have any associations with
developers so it is the “at-large” position I would like to apply for. I grew up locally and have lived and worked in Costa Mesa for the
last 20-years. My wife and I have two girls (7 and 9 years old) and we drive all over this town on a daily basis. Costa Mesa is our
home. I understand our changing city and would like to have a part in finding solutions. I am a team player and work well in cross
functional groups. I started my business 20 years ago in Costa Mesa. I have an MBA in entrepreneurship from Babson College. You
can read a bit more about my background at: https://www.linkedin.com/in/jason-kensey-mba-1801802/ I have the skills, knowledge
and desire to give back to the community that has done so much for me and my family. I am proud to be a citizen of Costa Mesa. I
feel I would work effectively with the fellow committee members, residents, city council and local businesses. I have no conflicts of
interest as I am just a resident with no ties to city staff, city council members or developers.

I would like to help the city in any way I can. I welcome the opportunity to meet with City Council members and share specifics why I
would be a valuable asset to the Committee for another term. I am familiar with many of the issues currently facing the city, but I am
also a quick learner on issues I am not familiar with. I look forward to becoming an active participant and helping out where needed.
I care for this city and am committed to seeing it be the best it can be. Thank you for your consideration.

Indicate why you wish to serve on this Committee/Commission.

Thank you for your consideration.

for City Council's meeting tomorrow
Happy Monday, Brenda...
I would like the city council to receive this email:
I am writing in support of David Martinez's application for District 6 Bikeway and
Walkability Committee.
• David has been an active participant/member of the Costa Mesa Alliance for
Better Streets.
• David cycles everywhere in Costa Mesa.
• David would be a conscientious and active participant/member of the
Bikeway and Walkability Committee.
Word to the wise...appoint members to the BWC who have served well in the past
f ive years. These incumbents have proven to be hard-working and dedicated to
regular BWC meetings. (Some of the people appointed last year turned out to be
personae absentiae).
Sincerely,
Florence Martin

Subject: City Council Agenda Item NB1
Dear Mayor Foley and members of the City Council,
The agenda item before you, "APPOINTMENTS TO THE PACS
COMMISSION AND VARIOUS CITY COMMITTEES" is quite an
undertaking. The restructuring process that has led to this item has
been challenging, and a bit rocky but, I believe the results will,
ultimately, reflect a change for the better.
I ask that you support Staff recommendations to
make all appointments this evening. Further delays will not serve
progress in our city, especially as we hopefully begin to trend
toward reduced covid numbers and increased vaccinations in Costa
Mesa!
I would like to give a personal perspective on the appointments to
the Cultural Arts Committee ("CAC").
1
What is the benefit of four members serving one-year terms and
seven members serving two-year terms?
It is important to stress that this committee is unique in that it is a
working committee that has been proactive and
successful in establishing "programs, events and information" for
our residents. ArtVenture, city -operated galleries, grants and
utility box programs require committee members to volunteer well -
beyond "time" attending a monthly meeting. FOUR members for -
One year may hardly prove enough time to get new committee
members seasoned or up to speed.
Next, as I review the 35 applicants vying for 11 seats, my hope is
that the council will consider the efforts of several of the
"incumbents" for appointments to the Cultural Arts Committee.
The future work and implementation of the Master Plan that was
initiated, launched and fully supported with these members will
require the continuity of some of its previous CAC members. There
is no substitute for institutional or historical knowledge. The
commitment, contacts and dedication of Kathleen Eric and Frank
Gutierrez are unmatched. Together we served on the Master Plan
subcommittee. Additionally, they developed one of our most visible
and successful projects, Utility Box Art.
I am excited that this is a time for fresh faces, new voices and
different perspectives and experiences for applicants
with ART backgrounds. However, I hope the council will consider
recommending the aforementioned incumbents with longevity and
dedication.
I would be remiss if I did not thank you for the opportunity to have
served on the Cultural Arts Committee and the PACS
commission. while the CAC was on hiatus for most of last year, I
2
am proud of our accomplishments and pleased we were able to
approve goals for the coming year!
As the liaison to Seniors on the PACS commission, there were
challenges to stay connected to this segment of our community,
however, regular attendance at Senior zoom programming zoom
and competitions along with writing bi-monthly articles for the
Chronicle kept me tuned in.
Thank you for the opportunity to continue to serve.
