04 - CC-6 - Approval of the Purchase of Additional - 4/6/2021
1 CITY COUNCIL AGENDA REPORT MEETING DATE: APRIL 6, 2021 ITEM NUMBER: CC-6 SUBJECT: APPROVAL OF THE PURCHASE OF ADDITIONAL MOBILE VIDEO EQUIPMENT WITH WATCHGUARD VIDEO DATE: MARCH 16, 2021 FROM: POLICE DEPARTMENT PRESENTATION BY: DAVID CASAREZ, LIEUTENANT FOR FURTHER INFORMATION CONTACT: DAVID CASAREZ (714) 754-5266 RECOMMENDATION: Staff recommends City Council: 1. Authorize the purchase of additional body worn cameras (BWCs), cloud based video storage, and related equipment (mounts, charging/transfer stations, and warranties) from WatchGuard Video in an amount not to exceed $166,687 to supplement the Police Department’s current system (Attachment 1). 2. Authorize the City Manager and City Attorney to execute an agreement with WatchGuard Video, Inc., in a form approved by the City Attorney. BACKGROUND: Video evidence has been considered an excellent source of providing an unbiased witness to a particular event and is now expected by the public to verify the accuracy of events during police contacts. Integrated BWCs are an essential portion of the in-car mobile video system. It provides more camera angles that can be synchronized to allow the viewer to have a better perspective of the totality of the event from beginning to end. Since May 2020, WatchGuard Video has been the approved vendor to provide a mobile video system that integrates an in-car camera and BWC for the Police Department. Staff is requesting the City Council to authorize a new purchase order for the purchase of additional equipment. 2 ANALYSIS: When the Police Department determined the need to replace its aging mobile video system, a Request for Proposal (RFP No. 20-07) was advertised by the City of Costa Mesa in an attempt to locate and identify potential vendors in February 2020. After a thorough review and analysis of each proposal, WatchGuard Video was identified as the vendor of choice based on the result of the evaluation, demonstration, and equipment testing. On June 16, 2020, the City Council approved the replacement of the Police Department’s mobile video system and authorized the purchase of the WatchGuard Video system for the Police Department’s new in-car video and BWC system. In October 2020, the new WatchGuard system was fully implemented and deployed by the Police Department with great success. Since the system has been placed in service, it has been apparent the cost savings of sharing BWC equipment amongst sworn personnel was fiscally prudent. However, by purchasing 40 additional BWCs, the department will be able to issue BWCs to every sergeant and police officer to ensure high liability events are documented. This is the most efficient and effective deployment of the devices. The Police Department currently has 100 BWCs (Patrol – 66, Traffic – 11, Gangs – 5, Park Rangers – 4, South Coast Plaza – 4, Community Policing Unit – 3, School Resource Officers – 2, K9 Handlers – 2, Investigations -2, and Property – 1). The purchase of 40 additional BWCs, cloud storage, and associated equipment (mounts, charging/transfer stations, and warranties) would enable the Police Department to issue a BWC to every sergeant and police officer. This would enhance the capability of each police officer within the Police Department to capture incidents and have video and audio of interactions and/or events after they occur. Further, the purchase of additional BWCs, cloud storage space, and the associated equipment would ensure the Police Department has a limited inventory of spare equipment on hand in case of equipment failure and/or damage and to temporarily issue to staff who are not permanently assigned a device. ALTERNATIVES CONSIDERED: The City Council could choose not to approve the additional purchase; however, this option is not recommended because of the Police Department’s need for additional BWCs and the value they bring in recording Police interactions and/or events for liability purposes. FISCAL REVIEW: Funds are included in the FY 2021-22 General Fund Police Department budget. 3 LEGAL REVIEW: The City Attorney’s Office has reviewed the documents and approved them as to form. CITY COUNCIL GOALS & PRIORITIES: This item supports the City Council Goals: Strengthen public safety and keep the community safe and Maintain and enhance the City’s infrastructure, facilities, equipment, and technology. CONCLUSION: Staff recommends City Council: 1. 2.
