HomeMy WebLinkAbout11 - NB-3 - Request Council Direction for Mini-Pitch - 4/6/20211 CITY COUNCIL AGENDA REPORT MEETING DATE: APRIL 6, 2021 ITEM NUMBER: NB-3 SUBJECT: REQUEST COUNCIL DIRECTION FOR A MINI-PITCH SOCCER FACILITY DATE: APRIL 1, 2021 FROM: PARKS AND COMMUNITY SERVICES DEPARTMENT PRESENTATION BY: JASON MINTER PARKS AND COMMUNITY SERVICES DIRECTOR FOR FURTHER INFORMATION CONTACT: JASON MINTER, DIRECTOR (714) 754-5009 RECOMMENDATION: Staff request that the City Council provide direction on the opportunity to pursue a proposal from the US Soccer Foundation and the Orange County Soccer Club for the installation of a Mini-pitch facility and authorize staff to research the feasibility of potential locations in the City to support the facility. BACKGROUND: In March 2021, the City received information from the Orange County Soccer Club (OCSC) regarding a possible partnership with the US Soccer Foundation for the installation of a Mini-Pitch facility in Costa Mesa (Attachment 1). The partnership would also include Musco Lighting, the vendor that currently provides the permanent sports field lights at City parks. The request from OCSC was that the City identify a potential location for consideration that can be evaluated to determine if it was appropriate for the installation of a mini-pitch, or if possible, multiple mini-pitches. Included in the report is a brochure that discusses the mini- pitch system, and installation specifications (Attachments 2 and 3). ANALYSIS: Staff have reviewed the information provided by OCSC and agree that a mini-pitch facility would be a great addition to the City. It would provide additional recreational opportunities for the community, including the disadvantaged youth. The biggest challenge for this project will be identifying a safe and appropriate location for the mini-pitch(es). 2 The proposal from OCSC identifies the need for a flat concrete or asphalt surface that is between 4,000 and 8,000 square feet. The site must be free of major obstructions and have minimal surface cracks (1” or less). The requirements also include maintenance of the mini-pitch(es) in place for a minimum of 6 years. Staff met with members of OCSC in late March to discuss the opportunity and potential locations. Many of the options discussed were privately owned and included space currently being used for parking. Staff identified that any potential location be evaluated for the following:  Adequate parking to accommodate users  Potential access to restrooms  Accessibility by public transportation, bikers, and walkers  Access to utilities necessary for night lit use  Safe space around the facility for those watching/waiting While OCSC will provide the funding for the installation of mini pitch(es), there would be additional costs to the City for the installation of necessary utilities, as well as the actual cost of the utilities, including electricity and water. There would also be additional costs for the ongoing maintenance of the field. Staff requests City Council direction to pursue this opportunity and authorize staff to perform the following: 1. Conduct necessary research on potential sites to determine safety and feasibility 2. Should a feasible site be identified, make contact with the property owner to determine interest Staff will return to City Council with a summary of options considered, along with recommendations for potential sites. At that time, staff may request Council authority to proceed with the project. ALTERNATIVES CONSIDERED: The City Council may elect to not pursue this opportunity. FISCAL REVIEW: Fiscal impact unknown at this time. LEGAL REVIEW: The City Attorney reviewed and approved this report. 3 CITY COUNCIL GOALS & OBJECTIVES: This project works towards toward achieving the following City Council Goals and Objectives:  Goal: Maintain and Enhance the City’s Infrastructure, Facilities, Equipment and Technology.  Objective: Update City Council on increasing park access. CONCLUSION: Staff request that the City Council provide direction on the opportunity to pursue a proposal from the US Soccer Foundation and the Orange County Soccer Club for the installation of a Mini-pitch facility and authorize staff to research the feasibility of potential locations in the City to support the facility. If Council members have recommendations for locations, those can be included in the discussion for analysis. _____________________________________ ________________________________________ JASON MINTER LORI ANN FARRELL HARRISON Parks and Community Services City Manager Director _____________________________ ______________________________ CAROL MOLINA KIMBERLY HALL BARLOW Director of Finance City Attorney ATTACHMENTS: 1 2 3 Email correspondence from Jeff Garner of OCSC Mini-Pitch System Brochure Mini-Pitch Installation Specifications ATTACHMENT 1 MINTER, JASON Subject: FW: Orange County SC Mini -Pitches Attachments: Mini -Pitch System Brochure.pdf, Mini -Pitch Installation Site Preferences and Requirements.pdf From: Jeff Garner <jeff@orangecountysoccer.com> Date: Thursday, March 4, 2021 at 5:40 PM To: "REYNOLDS, ARLIS"<ARLIS.REYNOLDS@costamesaca.gov> Subject: Orange County SC Mini -Pitches Hi Arlis, Great catching up briefly today. Attached you'll find a brochure which gives some basics on the modular mini - pitch system and a few pictures and mock-ups of what we could bring to Costa Mesa. Also, you'll find a one - sheet that gives some requirements and preferences for space, location and use. As you'll note, this project will be in cooperation with Orange County SC, US Soccer Foundation, Musco Lighting (it would be lit for nighttime use) and in this first case Dick's Sporting Goods. Very exciting to imagine adding one and hopefully many more of these across Orange County. If we can identify a space in Costa Mesa for this first funded mini -pitch than we can start to have more specific discussions about putting this in place very quickly. Once you've had a chance to digest this and do some discovery on local locations than let's reconnect and we can start planning our next steps forward!
