HomeMy WebLinkAbout07 - CC-6 - Resolution Adopting a List of Projects - 5/4/2021 1 CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 4, 2021 ITEM NUMBER: CC-6 SUBJECT: RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2021-22 FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 DATE: APRIL 27, 2021 FROM: PUBLIC SERVICES DEPARTMENT / ENGINEERING DIVISION PRESENTATION BY: RAJA SETHURAMAN, PUBLIC SERVICES DIRECTOR FOR FURTHER INFORMATION CONTACT: SEUNG YANG, P.E. CITY ENGINEER, (714) 754-5335 RECOMMENDATION: Staff recommends that the City Council adopt the proposed Resolution (Attachment 1) adopting a list of projects for Fiscal Year (FY) 2021-22 proposed to be funded with Road Maintenance and Rehabilitation Account (RMRA) revenues. BACKGROUND: Senate Bill 1 (SB-1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide. SB-1 increases several taxes and fees to raise billions of dollars annually in new transportation revenues. Moreover, SB-1 makes adjustments for inflation every year so that the purchasing power of the revenues does not diminish as it has historically. SB-1 prioritizes this funding towards critical maintenance, rehabilitation, and safety improvements on state highways, local streets and roads, and bridges and to improve the state’s trade corridors, transit, and active transportation facilities. As part of SB-1’s various accountability and transparency measures and according to the California Transportation Commission’s (CTC) Reporting Guidelines for Local Streets and Roads Funding Program, the City is required to submit annually a proposed project list to the CTC by July 1 of this year and subsequently provide year end updates on the progress and expenditures of previously proposed projects by October 1 of this year. ANALYSIS: It is estimated the City will receive $2,263,862 from RMRA funding in FY 2021-22. In order to be eligible for funding, the City must submit a proposed project list to the CTC by July 1, 2021, along with an adopted resolution documenting the City Council’s approval of the projects proposed to be implemented with specific RMRA funding allocations. The 2 City is proposing that the FY 2021-22 RMRA funding be allocated towards construction of the following new street improvement project that would not have otherwise been funded:  Adams Avenue (from Royal Palm Drive to the Santa Ana River) The City has been working on improving Adams Avenue between Royal Palm and Santa Ana River to enhance bicycle facilities, pedestrian access as well as roadway rehabilitation. Staff shared several concepts at Bikeway and Walkability Committee meetings as well as public meetings, and received significant feedback. Staff will be continuing the design efforts and will return to the Bikeway and Walkability Committee prior to finalizing the plans. The proposed RMRA funding, programmed for construction phase, will enable the transition of Adams Avenue to be a more complete street, which promotes Active Transportation. SB-1 requires that the project list include the following components: description and location of the proposed project, proposed schedule for its completion, and the estimated useful life of the improvement. The required project components are reflected in the proposed Resolution. While this improvement project will benefit all the residents in the City, it will particularly benefit those who reside or conduct business in Districts 1, 2, and 3. This project will also be included in the FY 21-22 Capital Improvement Program (CIP) budget for City Council adoption. ALTERNATIVES CONSIDERED: The City Council may elect to not adopt the proposed Resolution providing funding for this project. However, this alternative is not recommended, as it would result in continued deterioration of Adams Avenue and potentially more expensive repairs if continually deferred. In addition, the City could potentially lose its RMRA funding allocation for the upcoming fiscal year if a list of projects is not submitted to the CTC by July 1, 2021. FISCAL REVIEW: The City anticipates receiving $2,263,862 in FY 2021-22 from RMRA funding based on the January 2021 State Department of Finance statewide RMRA revenue projections. The approved projects will be included in the FY 2021-22 proposed CIP budget. LEGAL REVIEW: The City Attorney’s Office has reviewed this agenda report, has prepared the proposed Resolution, and approves them both as to form. CITY COUNCIL GOALS & PRIORITIES: In 2021, the City Council adopted a list of goals and priorities. This project works toward achieving the following City Council goals and objectives:  “Maintain and Enhance the City’s Infrastructure, Facilities, Equipment, and Technology.” 3 CONCLUSION: Staff recommends that the City Council adopt the proposed Resolution adopting a list of projects for FY 2021-22 proposed to be funded with RMRA revenues.
