Authorize the use of Sourcewell’s (formerly National Joint Powers Alliance) National Cooperative Agreement No. 122017-TYM with TYMCO, Inc. for the purchase of a new TYMCO Model 210 sweeper and cab/chassis equipment; and 2. Authorize the purchase of the new TYMCO Model 210 sweeper and cab/chassis equipment for $134,251.12 from TYMCO, Inc. BACKGROUND The high performance street sweeper is essential to maintain clean streets and to promote public sanitation. The existing sweeper, Unit 390, a 2001 Freightliner FL 70 TYMCO 600 street sweeper, has been in use for twenty years and has exceeded its intended service life. This street sweeper was used by the Maintenance Services Division to respond to after-hour calls, accident cleanups and emergency responses. However, with its high mileage and poor condition, the existing sweeper has significant mechanical wear and tear, rendering this unit to be unreliable and inefficient. ANALYSIS Staff reviewed the needs of the City’s street sweeping maintenance and determined that the TYMCO Model 210 sweeper meets the requirements. It is smaller and a more efficient unit that requires only a “Class C” California driver’s license to operate. The TYMCO Model 210 street sweeper is a gasoline powered chassis with a gasoline powered auxiliary engine. In addition, the street sweeper is a high performance unit that is equipped with all the necessary attachments, including safety and warning devices such as rear-view camera and back-up alarm. 2 Purchasing this street sweeper through Sourcewell meets all requirements set forth in the City of Costa Mesa’s Purchasing Policy and all requirements set forth by the State of California in regards to regional cooperative purchasing agreements. The National Joint Powers Association (NJPA) established an approved vendor list following a nationwide competitive bid process. This process confirms that the City still receives the lowest available pricing, and meets the competitive bid process requirements. The City has utilized Sourcewell successfully for several previous vehicle related purchases. The Sourcewell quote is included as Attachment No. 1, and the specifications of this street sweeper are shown in Attachment No. 2. ALTERNATIVES CONSIDERED The City Council could choose not to authorize the use of the national cooperative agreement with TYMCO, Inc. This will require staff to initiate formal bidding process, which will take significantly more time to complete. However, formal bidding may not result in lower prices than the proposed Sourcewell pricing. FISCAL REVIEW The Sourcewell purchase quote is $134,251.12 that includes all parts and equipment for the procurement and delivery. The Public Services Department has realized sufficient General Fund savings in the current fiscal year through retirement, attrition, and fiscally prudent spending practices to fund the sweeper replacement. LEGAL REVIEW The City Attorney’s Office has reviewed this report and approves it as to form. CITY COUNCIL GOALS & PRIORITIES: In 2021, the City Council adopted a list of goals and priorities. This project works toward achieving the following City Council goal:  “Maintain and Enhance the City’s Infrastructure, Facilities, Equipment, and Technology.” CONCLUSION Staff recommends that the City Council: 1. Authorize the use of Sourcewell’s (formerly National Joint Powers Alliance) National Cooperative Agreement No. 122017-TYM with TYMCO, Inc. for the purchase of a new TYMCO Model 210 sweeper and cab/chassis equipment; and 2.
