Please submit my comments to the City Council for their Study Session this afternoon. I have a few questions and concerns. My first concern is that I see on the 'Ongoing Capital Improvement Projects - Remaining Balances as of 4/15/21, that for Fairview Park there are three ongoing projects- No. 61, 63, and 64. No. 61 - Vernal Pool Restoration - I see there are only 'Actuals' for the vernal pool restoration of $65,011 and a balance of $234,989. I don't see the vernal pool restoration listed as a project in the 5 year CIP. Where will the balance come from? This goes Project 64 - Master Plan Update too. I see that there are NO Actuals for the Master Plan Update but it has a balance of $250,000 but is not included in the 5-year CIP. Where will this money come from to do the update? Next, when I look at the 5 year CIP I see that the first project is listed as the Bluff Stairs in the south area of Fairview Park projected for 2023-2024 for $350,000. That project would trigger Measure AA - a vote of the people. That would cost the city more and from what I've heard from the public and residents, they don't even want or need it in Fairview Park. The next project for Fairview Park on the 5-year CIP is the Fill removal and Cap for Ora-58 for some 'Future' time at a cost of 7 million dollars. That project is part of the Fairview Park Master Plan and why is it considered separately from the 'Master Plan Implementation' for 20 million dollars? The next project of 'Educational flubs and Signage' has $71,500 for 2022-2023 and $473,000 for 2023-2024. That is quite a bit of money for 'Educational flubs and Signage'. What is 'Educational Hubs'? Is that an interpretation center? If so, that is part of the Fairview Park Master Plan and therefore, shouldn't it be part of the 20 million for 'Fairview Park Master Plan Implementation' too? The signage is listed a couple times and I am not quite clear on what they are referring to. The next project is the "Fence along Placentia Ave." There already is a fence along Placentia Ave. What does this refer to? We do not want more fencing. The next project, 'Fencing, Signage, and Trail Restoration' may sound okay but what is it really? What we need in Fairview Park is not trail restoration as much as we need Habitat Restoration. There are 5 habitats that need help in Fairview Park. The Master Plan Implementation is the next project and I think 20 million should include some of the projects already mentioned since they are in the Master Plan. I hope there are not other 'projects' being considered, if so, what are they? Lastly, the West Bluff Restoration was already done as an emergency I thought. What is $3,250,000 being calculated for? There has been so much money wasted on Fairview Park that could have been used to restore it. For example, Endemic Environment's contract from 2017- April 2021 was for almost a million dollars ($950,000) and some of the critical Deliverables were not even met so the city had to hire McNabb Construction to clean out the ponds below for $238,497 TWICE! Please do not let these 'projects' that are costly and not planned properly be part of the CIP. Let the residents see the operating budget first. That is being prudent with taxpayers' money. Don't rush before we see the whole budget. Thank you, Wendy Leece. Sent from AT&T Yahoo Mail on Android
