Subject:
ADU Permits
Hello -
I would like to submit a question for tonight's City Council meeting. How does Costa Mesa plan to make Accessory
Dwelling Unit permits and costs more attractive to homeowners? With the costs of homes reaching unattainable cost for
first time buys and elderly looking to retire, families will require more members per household. Costs and restrictions
should be reevaluated to provide owners the opportunity to quickly adjust without the typical challenges.
Suggestions:
Waive permit fees
Require that the home is owner occupied Must be on the same utilities to avoid this being exposed as rental income
Thank you

Subject: Measure Q - Youth Center Concerns
Dear Costa Mesa City Council,
My name is Nancy Vaughan, and I am the current President of the Newport Chapter of National Charity
League, Inc. - a mother/daughter charity organization that supports local philanthropies in our Newport Mesa
community.
I would like to address the adoption of the ordinances related to Measure Q. Specifically, I am concerned
with which properties and/or organizations are considered youth centers as National Charity League
Newport will be directly impacted by the decisions made on this matter.
NCL Newport has owned the property located at 540 W 19,h Street in Costa Mesa for 50 years and currently
operates a volunteer run thrift store — the NCL Ticktocker Thrift Shop -- and community center for local
philanthropies. Proceeds from our sales allow us to provide support to more than 15 local philanthropies
annually.
Importantly, our youth members (nearly 200 girls, age 12-18) volunteer year-round at our store to develop job
skills and serve the community. We also hold events at this location for other Newport -Mesa based youth
organizations such as Think Together's Shalimar Learning Center's after school program, Human
Options' Second Step, SOS and the Someone Cares Soup Kitchen. Children of all ages attend these activities.
Per the City's definition of a Youth center, we believe we meet the conditions to be recognized as such since
we are a private facility hosting recreation, social activities, and job training for minors. If we are recognized
appropriately, this would create a buffer zone around us, ensuring our ability to continue serving the Costa
Mesa community and to protect our children. Respectfully, we ask for our property at 540 W 19t^ Street to be
added as a youth center to the Cannabis Map.
Thank you.

To Honorable Mayor Stephens, Mayor Pro Tern Marr, Council Members Chavez, Gameros, Harlan, Harper,
Reynolds:
Please vote "NO" regarding proposed digital signage at 191' Street and Newport/Harbor Blvds, Triangle Square
(TS).
The structure's dominance at the intersection is not in dispute.
TS success or failure to reap high rewards of commerce are not due to large, digital or moving signage.
Digital signs, designed to be read as driving a vehicle or walking through busy traffic, are a distraction.
Traffic Collision reports do not mitigate difficulties of pedestrian, cyclist and internal combustion vehicles'
interactions.
The City Council's own Planning Commission has done due diligence with all parties affected by the signage
proposal.
Please support the dedicated work of the Planning Commission's unanimous "NO" vote.
Thank you,

Subject: Flashing Billboards on Newport blvd.
Hi Janet,
I'm a longtime residents of Newport Beach and Costa Mesa. I currently reside in Costa Mesa right off of 19th and Harbor
on the corner by 31 flavors. 1 am just voicing my opinion I think it's a terrible idea to have that flashing billboard put on
triangle Square in the busiest intersection in Newport and Costa Mesa. I think it's only going to distract drivers more.
There are already so many people who run red lights which is so dangerous block the intersections and then they're
going to be trying to read what it says on the billboards, it's a really really bad idea and I think it's going to have a lot of
repercussions one being really bad car accidents and hopefully not fatalities. I just completely started going home a
different way because of all the red light runners 2 to 3 every day so so dangerous! So I hope when you guys put your
heads together and look at the whole big picture you look at what it will do to the community.
Having these flashing billboards that make no sense to put them in such an area as this that's more for Vegas! thanks for
your consideration in your time have a nice day!
