Subject: City Council Comment
Hello my name is Marcie Mathieu and I've been a resident of Costa Mesa for 26 years. I am emailing to
comment on Item CC 10 and CC 11 that will be discussed this Tuesday. Especially item CC 10 I strongly oppose
to spending that much money on new police vehicles. We should be putting that money towards programs that
negate the need for more police force, not more cars to survey communities. I have lived in my neighborhood
my whole life and have never needed police. We need programs to get unhoused people into motels and proper
places to live not more police cars. I love Costa Mesa and I think it would be wiser monetarily to reduce the
need for police then spend more and more money on enforcement.
Thank you, Marcie

Hi, I don't know if I am sending this to the correct person but this is the contact info I was directed
to. I live in the Newport Village Apartments within the city of Costa Mesa and I recently heard that the
zoning in the area I live in is set to change to allow for the opening of medicinal and recreational sales
and cultivation of marijuana. After talking with a couple of the neighbors and other community
members we couldn't fathom this being anything other then a horrendous idea. One of the ladies we
were talking to about it literally broke down in tears, one of her children is a recovering heroin user and
the thought of the potential of a relapse trigger being so close to her front door was to much to bare.
The more people we talked to as we were walking in our neighborhood the more bad things we kept
getting told. One of the other members of the community was telling us about a relative they have
whom lives down the street from a dispensary. After the dispensary opened up a bunch of drug dealers
started to lurk and stay in the area throughout the day, it turns out they would be dealing weed all day.
With easy access and unlimited supply, dealers were buying in bulk at the dispensaries and just going to
the parks and targeting the kids because they couldn't afford to buy as big. One day a kid told one of the
dealers they were going to tell their parents that they sell drugs at the park, the guy literally shot the kid
point blank in the head. We even talked to some of the local businesses in the area, when we
mentioned it to them the sentiments were the same with fears of drug addicted homeless people
infesting the area with such easy access why leave. We have come to the consensus that we want to as a
community petition against this idea. We haven't seen any public notices or received any information as
residents of the zone about the potential change. None of us have really done any of this and we were
wondering what the process to block the zone change would be.
