Approve not to exceed annual amount of $95,000 with LineGear Fire & Rescue Equipment for the purchase of uniforms, turnouts and gear. 2. Authorize City Manager or designee to execute any or all documents with LineGear Fire & Rescue Equipment for uniforms, turnouts and gear for an annual amount not exceed $95,000, for a term of three years. BACKGROUND: The Costa Mesa Fire & Rescue Department (CMFR) has utilized LineGear Fire & Rescue Equipment for purchases of Personal Protective Equipment (PPE), uniforms, and Fire Fighting Equipment (FFE) for numerous years. The PPE and FFE is specific to services the Fire & Rescue Department provides. The department purchases a portion of their PPE with LineGear Fire & Rescue Equipment from an annual price sheet (attachment 1). The department’s uniforms, turnouts and personal protective equipment are essential to the level of services the department provides. In addition, these items ensure that firefighters personnel have the proper gear and equipment necessary to execute their duties. 2. Individually, these purchases are in compliance with the City’s Purchasing Policy. However, the cumulative amount for items needed this fiscal year is anticipated to exceed $50,000, requiring City Council approval. ANALYSIS: Costa Mesa Fire & Rescue staff is requesting an additional $40,000 in contractual authority to purchase needed uniforms and personal protective equipment. Per the City’s purchasing guidelines, funding for these types of purchases that exceed $50,000 require City Council approval. Staff requests City Council authorization to exceed $40,000 in purchases with LineGear Fire & Rescue Equipment, with a cost not to exceed $95,000 per fiscal year. This new threshold provides flexibility in the purchases as needed for equipment and uniforms throughout the year. A price sheet is provided to the City by the vendor to ensure cost efficiencies and proper procurement guidelines as it relates to these types of specialized purchases. Pricing of items will fluctuate based off inflation of items purchased. LineGear Fire & Rescue Equipment is one of only two distributors in Orange County that sells the Workrite Uniform worn by fire personnel. Workrite is a proprietary blend that is specific to firefighting, and is inclusive of a flame resistant blend that offers full protection. Currently, the department has an existing contract with Galls, who also provides workrite uniforms. However, the department would benefit from having the flexibility to purchase these uniforms from LineGear. LineGear has already fitted the department’s fire personnel and can order and supply the needed products with ease and with a quick turnaround time. Additionally, LineGear provides the service of tailoring, hemming, and sewing of patches and all alterations needed, at the fire stations. ALTERNATIVES CONSIDERED: The City Council could choose to reject the proposed request with LineGear Fire & Rescue Equipment for a not to exceed annual amount of $95,000 to purchase fire uniforms and equipment. Consequently, this action would negatively impact the quick turnaround needs for fire uniforms and equipment and disrupt daily operations and services provided by the department. 3. FISCAL REVIEW: Funding available in the Department’s Uniforms and Clothing budget line item, account 510402-101-16200-10210. LEGAL REVIEW: The City Attorney’s Office has reviewed this agenda report and approves it as to form. CITY COUNCIL GOALS & PRIORITIES: This item is administrative in nature. CONCLUSION: Staff recommends that the City Council: 1. Approve not to exceed annual amount of $95,000 with LineGear Fire & Rescue Equipment for the purchase of uniforms, turnouts and gear. 2.
