Staff recommends City Council:
1. Approve the purchase of six (6) new 2021 BMW R1250RT-P police motorcycles,
based on pricing provided through a cooperative agreement with the City of
Stockton, CA No. PUR-20-028 (Attachment 1).
2. Authorize the City Manager to execute the necessary documents for the purchase
of six (6) new 2021 BMW R1250RT-P police motorcycles in the amount of
$191,078.51 from Long Beach BMW Motorcycles located at 2125 E. Spring Street,
Long Beach, CA 90806 (Attachment 2).
3. Approve General Fund savings transfer of $191,078.51 to the Equipment
Replacement fund.
BACKGROUND:
In 2017, the City began a transition plan to upgrade the police motorcycles from Honda
ST1300PA models to BMW R1200RT-P models. The BMW R1200RT-P provided
improved performance and enhanced safety features over the Honda ST1300PA. In
2017, the City purchased three (3) 2018 BMW R1200RT-P to replace three (3) Honda
ST1300PA. In 2018, BMW further upgraded their police motorcycle platform to the
R1250RT-P and the City purchased three (3) 2019 BMW R1250RT, replacing three (3)
Honda ST1300PA. In 2019, the City purchased two (2) 2020 BMW R1250RT-P, replacing
two (2) Honda ST1300PA.
The City currently maintains a fleet of eleven (11) police motorcycles; three (3) Honda
ST1300PA, three (3) BMW R1200RT-P and five (5) BMW R1250RT-P. If the purchase
is approved, it will replace five (5) high mileage police motorcycles in the Traffic Safety
Bureau’s fleet with a 2021 BMW R1250RT-P. The sixth new 2021 BMW R1250RT-P will
be an addition to the Traffic Safety Bureau’s motorcycle fleet which will increase from
eleven (11) to twelve (12) police motorcycles.

ANALYSIS:
The purchase of the motorcycles will be completed through a cooperative agreement with
the City of Stockton, CA No. PUR 20-028 (Attachment 2). The City of Stockton completed
a competitive bid process for BMW 1250RT-P motorcycles. Their bidding process ended
on September 17, 2020. In the City of Stockton’s bid package, cooperative language was
included that allowed the resultant contract/purchase order to be extended to other
political subdivisions, municipalities, or tax supported agencies. The City of Stockton
awarded their bid to Long Beach BMW Motorcycles.
Long Beach BMW offered in their pricing to the City, an Option to Purchase Additional
Quantities until May 10, 2022.
Police Motorcycle units are a vital component in daily Police/Public Safety operations.
Staff is requesting five (5) motorcycles to be replaced with new 2021 BMW R1250RT-P
police motorcycles. Three (3) are the Honda ST1300PA (Units 625, 635, and 636) and
two (2) are the BMW R1200RT-P (Units 626 and 627). All five (5) motorcycles have high
mileage and extensive costly maintenance issues.
Further, staff is requesting to increase the Traffic Safety Bureau’s motorcycle fleet from
eleven (11) to twelve (12) police motorcycles. The additional 2021 BMW R1250RT-P
police motorcycle is needed for the expansion of the division due to filling officer
vacancies. Traffic enforcement is more productive and efficient when performed by
officers on police motorcycles versus a traditional marked police car. The increase in
traffic enforcement can contribute towards the mitigations of traffic collisions and allow
the Traffic Safety Bureau to address community concerns more effectively. All six (6) of
the new motorcycles will be activated as frontline enforcement motorcycles.
Surrounding cities such as Newport Beach, Santa Ana, and Irvine have made the
transition from Honda motorcycles to BMWs. Municipalities report that not only are the
BMW motorcycles extremely durable and dependable, but the improved performance and
enhanced safety measures, as compared to the Honda, make the BMW a better choice
for officer safety.
ALTERNATIVES CONSIDERED:
City Council could decide not to authorize the purchase of the six (6) new 2021 BMW
motorcycles; however, the current three (3) Honda ST1300PA and two (2) BMW
R1200RT-P have high mileage and excessive wear and tear due to their extensive use
in the field. This leads to increased maintenance costs and extended down times. Without
increasing the fleet by one (1) additional motorcycle, the Department will not be able to
adequately assign all members of the Traffic Safety Bureau a motorcycle for traffic
enforcement duties.
FISCAL REVIEW:
Funding for the purchase of the requested police motorcycles is from savings in the FY
2020-21 General Fund. Staff is requesting City Council approval to transfer $191,078.51
from available savings in the General Fund to the Equipment Replacement Fund.
