BACKGROUND:
The scope of the Traffic Signal Installation at Baker Street and Randolph Avenue, City
Project No. 21-01, includes the construction and installation of a complete and functional
traffic signal system at the intersection of Baker Street and Randolph Avenue in the City of
Costa Mesa.
2
Baker Street and Randolph Avenue provide access to the South Bristol Entertainment and
Cultural Arts (SoBECA) District. Baker Street is classified as a major arterial in the City’s
Circulation Element of the General Plan and on the Orange County Transportation
Authority’s (OCTA) Master Plan of Arterial Highways (MPAH), and provides access to SR-
55 and SR-73 Freeways. There is significant traffic along Baker Street, in particular during
the peak hours, resulting in challenges to pedestrians, bicycles and vehicle turning
movements to and from Randolph Avenue. The installation of the new traffic signal at Baker
Street and Randolph Avenue will help mitigate current operational issues.
The contractor is required to complete all of the tasks necessary to perform the traffic signal
installation work as outlined in the contract documents, plans, and specifications. A copy of
specifications and working details are available for review in the Office of the City Clerk or
in the Public Services Department, and are posted on the City website at:
https://www.costamesaca.gov/home/showdocument?id=48424
The Traffic Signal Installation Project is located in District 2.
ANALYSIS:
The City Clerk received and opened seven (7) bids for the project on May 18, 2021. PTM
General Engineering Services, Inc., the apparent lowest bidder, submitted a bid proposal in
the amount of $363,036. The City Engineer’s original estimate was $300,000 and the
average of the seven (7) bids received amounted to $389,226. An analysis of the bids
indicates that the apparent low bidder submitted a proposal that is twenty-one percent (21%)
higher than the Engineer’s estimate. The variance between the low bidder and the City
Engineer’s original estimate may be attributed to continued competitive conditions and
increases in material costs in the construction industry at this time. The bid results are
included as Attachment No. 2.
The license and references of PTM General Engineering Services have been checked and
staff found them to be in good standing. PTM General Engineering Services has
successfully completed similar projects in Costa Mesa, which includes the traffic signal
modification at the intersection of Anton Boulevard and Sunflower Avenue and also the
installation of the illuminated crosswalk at Placentia Avenue and 20th Street, both completed
in 2016.
Upon City Council award of the Public Works Agreement, PTM General Engineering
Services will furnish the necessary bonds and insurance, which will be approved as to form
by Risk Management. After the award and subsequent execution of the agreement, a
“Notice to Proceed” will be issued.
Staff requests that City Council award the project to PTM General Engineering Services as
the lowest responsible bidder.
ALTERNATIVES CONSIDERED:
The alternative would be to reject all bids, re-advertise, and re-bid the project. Staff believes
that re-advertising and re-bidding the project will not result in lower bids and may delay the
project.

FISCAL REVIEW:
Funding for this project in the amount of $399,340, includes a 10 percent contingency of
$36,304. The current fiscal year budget includes $299,551 in the Baker/Randolph Traffic
Signal Installation Project (370054) in the Measure “M2” Fairshare Fund. Available funding
allocation is requested in the amount of $50,000 from the Citywide Traffic Signal
Improvement Project (370058) in the Measure “M2” Fairshare fund; and $49,789 from
Measure “M2” Fairshare Fund’s available Undesignated Fund Balance.
LEGAL REVIEW:
The City Attorney’s Office has reviewed the report, prepared the Public Works Agreement,
and approves them both as to form.
CITY COUNCIL GOALS & PRIORITIES:
In 2021, the City Council adopted a list of goals and priorities. The project works toward
achieving the following City Council goals:
Strengthen Public Safety and Keep the Community Safe.
Maintain and Enhance the City’s Infrastructure, Facilities, Equipment, and
Technology.
